CONTINGENCY PLAN
(For TropicalCyclone)
CHAPTER 1
BACKGROUND
Buklos Elementary School is one of the complete Elementary Schools in
Barangay Buklos, District of Kasul-gan, Division of Southern Samar. It has a total
land area of 10,000 square meters and accessible through hiking, all forms of
vehicles and riding a motor boat It is geographically contiguous to river banks in
which flooding is a perennial issue of the school. It has a total population of 731
compose of 700 learners, 25 teachers, 6 non-teaching. The school’s infrastructures
has a 5-storey 10-classrooms building, 10 one storey 2-classrooms building, one
administration building, with covered court, wash facilities with sufficient water
source.
The campaign of the school to wards the DRRM preparedness response and
mitigation shall continue with relentless resolve so that the learners, school and
community will be spared from the misery of the aftermath/onslaught of
destructive occurrences.

GOALS
The goal of the contingency plan is to provide
effective, efficient, time and well-coordinated response
mechanisms in the event of the occurrence of Natural
and Human Induced Hazards in Barangay Buklos/
Buklos Elementary School/Department of Education.
Such mechanisms shall help to protect lives, properties
and the environment and restore the immediate needs
of the people in locality.
CHAPTER 2
OBJECTIVES
1. To ensure the protection of lives and properties in the
event of Tropical Cyclone in Buklos Elementary School.
2. To determine the immediate needs and the resources
that will meet in the event of Tropical Cyclone.
3. To establish coordination and linkages between and
among stakeholders in Buklos Elementary School.

Scenario:
Food Scarcity occurred due to devastating effect of Super Typhoon. Many families were affected
resulting to food and commodities shortage. A Challenge to the community on how to address this
pressing time.
Objectives:
1. Ensure a 1:1 ratio in terms of relief operations
2. Secure a validated complete list of learners in school in the distribution of reliefs.
3. Coordinate with the MSWDO and other members.
Roles and Responsibilities:
1. To ensure the immediate distribution of goods and non goods to all learners who are affected b the
typhoon.
2. To assure that all records and quantities of goods non goods are updated.
3. Proper coordination to MSWDO and other members.

Scenario:
Occurrence of health problems due to contaminated water resulted to widespread of diseases
such as dysentery and cholera.
Objectives:
1. Monitor the visibility of a school health personnel.
2. Coordinate the LGU and other partners.
3. Create emergency response team.
4. Provide psychosocial first aid to the affected individuals.
Roles and Responsibilities:
1. To coordinate with the medical health officials to ensure the availability of medicines.
2. Look into the visibility of health personnel.
3. Proper coordination with the LGU and other partners
4. Creation of emergency response team.
5. Provision of psychosocial first aid.

Scenario:
There are threats in destroying and stealing school furniture's and equipment.
Objectives:
1. Maintain and secure the safety of the school.

Scenario:
Threat on the continuity on education occurred due to severe damaged of educational facilities for
both infrastructures and non infrastructures . It will take time in the rehabilitation of the damaged
facilities due to damaged roads, communication, power supply resulting to delayed operations.
Objectives:
1. Ensure the continuity of education in any applicable modality
2. Built temporary learning spaces
3. Provide learning materials for ADM use.
Roles and Responsibilities:
1. lead in the provision of the temporary learning spaces in coordination with the barangay officials and
other education partners.
2. Implement the ADM of education applicable base on available resources.
3. Intensify partnership and coordination to ensure continuity and resources geration.

Scenario:
Occurrence of threat that hit the community. Efficient and effective delivery of supplies and
services are affected due to severe damaged of roads of transportation facilities which hinders
the deployment of the basic needs.
Objectives:
1. To establish proper coordination with DPWH, DSWD. and other NGOs
2. Ensure safety space for the relief goods and other supplies
Roles and Responsibilities:
1. Proper management in the distribution of relief goods/supplies.
2. Lead in the provision of relief operation center spaces.
3. Establish coordination with the different agencies for relief operation.
4. Ensure safety or suitable place for the relief good and other supplies.

Scenario:
Damaged of infra and non infra in the school. The incident caused 8 casualties, 13 injured and 2
were missing among the learners.
Objectives:
1. To recover the missing individuals.
2. To coordinate with the health team to give proper medication and first aid to the injured ones.
3. To account properly the casualties and coordinate with the other concerned agencies.
4. Conduct psychosocial activities to the victims
Roles and Responsibilities:
1. To retrieved the missing individuals.
2. Turn over the cadaver to concerned authorities for proper accounting and documentation.
3. Coordinate with a trained individual to conduct psychosocial aid to victims.

Maintain and secure the safety of the school. Roles and Responsibilities: 1. To protect facilities and other properties of the school 2. Proper coordination with the law enforcers.

Response Team: EDUCATION Lead:School Head Members: All Teaching Personnel Scenario: Threat on the continuity on education occurred due to severe damaged of educational facilities for both infrastructures and non infrastructures . It will take time in the rehabilitation of the damaged facilities due to damaged roads, communication, power supply resulting to delayed operations. Objectives: 1. Ensure the continuity of education in any applicable modality 2. Built temporary learning spaces 3. Provide learning materials for ADM use. Roles and Responsibilities: 1. lead in the provision of the temporary learning spaces in coordination with the barangay officials and other education partners. 2. Implement the ADM of education applicable base on available resources. 3. Intensify partnership and coordination to ensure continuity and resources geration.

To establish proper coordination with DPWH, DSWD. and other NGOs 2. Ensure safety space for the relief goods and other supplies Roles and Responsibilities: 1. Proper management in the distribution of relief goods/supplies. 2. Lead in the provision of relief operation center spaces. 3. Establish coordination with the different agencies for relief operation. 4. Ensure safety or suitable place for the relief good and other supplies.

The incident caused 8 casualties, 13 injured and 2 were missing among the learners. Objectives: 1. To recover the missing individuals. 2. To coordinate with the health team to give proper medication and first aid to the injured ones. 3. To account properly the casualties and coordinate with the other concerned agencies. 4. Conduct psychosocial activities to the victims Roles and Responsibilities: 1. To retrieved the missing individuals. 2. Turn over the cadaver to concerned authorities for proper accounting and documentation. 3. Coordinate with a trained individual to conduct psychosocial aid to victims.
