Further tools on which Trainings based • Technical Notes that exhibit the benchmarking methods for evaluating country progress in terms of being ''on-track'' or ''not on track'' for a specific target of the Malabo commitment. • BR Tool Application and Databank for data entry and generate automatically Individual Country Scorecards that will show if the country is “On Track” or “Not On Track” • The final two tools were used for training ReSAKSS experts/TN for data analysis

BR process at Country Level • After regional trainings, trainees expected to facilitate launch of country processes • Country processes were expected to use existing country mutual review mechanisms • Where JSR platforms existed, to utilize them • Generally BR processes to be in conformity with MA principles- country ownership, accountability, inclusivity, participation, evidence based etc • Often the processes involved awareness creation, stakeholder consultation, the collected data processed, culminating in a report written and validated

BR progress at REC Level • 43 countries submitted their BR reports to the RECs Region Countries submitted Central Africa All 9 countries namely: Angola, Cameroon, Central Africa Republic, Chad, Congo, Democratic Republic of Congo, Equatorial Guinea, Gabon, and Sao Tome and Principe. Eastern Africa 7 of the 12 countries namely: Burundi, Djibouti, Ethiopia, Kenya, Rwanda, Uganda, and Sudan. Northern Africa 2 of the 7 countries namely: Mauritania and Tunisia Southern Africa All the 12 Countries namely: Mauritius, Namibia, South Africa, Zambia, Botswana, Lesotho, Madagascar, Malawi, Mozambique, Seychelles, Swaziland, and Zimbabwe West Africa 13 of the 15 countries namely: Benin, Burkina Faso, Cape Verde, Gambia, Ghana, Guinea, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone, and Togo Experts including TN members trained on data entry in Dakar into BR tool by IFPRI

BR progress at REC & Continental Level • 43 country reports submitted to the AUC by RECs Region Regional reports compilation Central Africa Reports for the 9 countries were reviewed, their data transferred into analysis software in Libreville Eastern Africa The 7 countries’ reports were reviewed, their data transferred into analysis software in Arusha . Northern Africa The 2 countries’ reports were reviewed in Rabat and their data, transferred into Analysis software Southern Africa Reports from the 12 Countries were reviewed, their data transferred into analysis software in Gaborone West Africa Reports from the 13 Countries were reviewed, their data transferred into analysis software in Abuja

Not on track Not on track Not on track On track 4 Recommendations 5 Boosting Intra- African Trade in Agriculture Commodities 3.51 1.00 On track Halving Poverty through Agriculture by 2025 3.13 2.06 On track 7 Mutual Accountability for Actions and Results 3.17 4.78 Not on track Not on track Not on track Not on track Not on track On track 6 Enhancing Resilience to Climate Variability 6.89 6.00 On track On track On track Overall Country Score 4.34 On track The 2017 Benchmark is 3.94 which is the miminum overall SCORE for a country to be on track in 2017. - It is recommended for Country A to review its National Agriculture Investment Plan (NAIP) in a way to deliver on each specific target of the Malabo Declaration. - The country has to strengthen its agricultural data management system to be able to report on missing indicators to fully report on Malabo Declaration, such as post- harvest loss (PHL); youth involvement in agriculture; households and vulnerable social group protected by resilience building initiatives; amongst others. - Burkina Faso should develop and implement strategies that will increase agricultural inputs such as the use of fertilizer to boost agriculture productivity.

BR reports at AUC/NEPAD level • After RECs processes- reports sent by RECs to AUC • Writeshop organized in Nairobi for AUC, RECs, ReSAKSS and TN on KM members experts on 24-28th Sept 2017 to review regional submissions and compile continental reports • The Draft continental report from Nairobi was presented at the AUC Specialized Technical Committee (AUC STC) in first week of October 2017 • Report being revised to account for comments from the meetings but is generally substantively ready for the January 2018 Heads of State Summit • The BR Process overview is summarized below:
