GUIDELINES for WHITE PAPER
1. Over all white-paper is recommended to be 50 to 150 pages by NInC. Let us
target 50 to 60 page main report . + 50 to 100 pages of reference material as
annexures
2. Each Section should target 15 to 20 pages report and max 30 pages of annexure.

CLOUD COMPUTING, with a special focus on the needs in INDIA, spanning
– Vision of capabilities, scale, and evolution
– Ecosystem and innovation platform for government, citizens, educational
institutions, companies (different sectors), mobile access to cloud services
– Reference architecture, operational model
– Standards especially for interoperability
– Innovation sandbox
• Be the thinktank for the “Decision Makers” in the Govt of India formulating
the policies and plans associated with deployment of Cloud Computing in
the Country
• Compose the Committee and formulate a first draft of the roadmap in the
next 150 days
• Half Yearly Innovation Council meeting to evolve and drive agenda, monitor
progress. (proposed term – 2 years)
• Yearly IEEE Cloud Computing for Emerging Markets (CCEM) conference
engaging players in the ecosystem, and including practical demonstrations
of capabilities on evolving national cloud infrastructure, and driving the
agenda forward.

• Can you share a brief technical proposal on the nature of Innovation reqd to address
any one challenge that you feel strongly about
• Key connections in the Cloud ecosystem – decision makers, user community,
technology players…
• Commitment to join the working group weekly meeting and monthly workshop for
next 150 days
• Commitment to spend 3 to 4 hours per week on this activity
• Any other suggestions on how you would like to contribute

  • #2: Cloud Computing is a new paradigm in Information technology with far reaching implications to the role of IT, deployment of IT and innovations required in associated technology areas and business models . As India moves towards IT enablement of governance, businesses and consumer services, it is imperative that we adopt the latest technologies, and further innovate to make IT affordable and scalable to the diverse needs of the country. In that direction, Cloud Computing promises to be the “next big thing ” in IT infrastructure and is poised to enable the next gen computing framework for the developing world.. We need to bring together the huge technical expertise available in the country in this area, and work towards defining a blueprint for IT innovation centered around Cloud Computing. We present a proposal to create a national level innovation council, consisting of experts across industry, academia and professional bodies, which will serve as a think-tank for driving technological innovations across the Cloud Computing ecosystem in India. This will help spearhead India towards world class IT infrastructure and innovation leadership.

Subject matter experts from private and public R&D institutions, academia and business community have responded very enthusiastically to the call for the formation of this CLOUD COMPUTING Innovation Council   The CLOUD COMPUTING INNOVATION COUNCIL is a collaboration platform with the objective of bringing together technical experts from across Industry, Academia and Government to drive innovation around Cloud Computing technologies. These innovations are focused towards India emerging as a global leader in cloud computing technologies & services as well as accelerating adoption and deployment of cloud computing in the country. Goals : This council would have the following goals 1. Publishing a white paper outlining a 3 to 5 year roadmap for Innovations around CLOUD COMPUTING to: Accelerate the adoption and deployment of Cloud Computing as the IT Infrastructure of choice by various market segments in the country. Spanning across – Government (eGovernance, eHealth, eEducation) Large enterprises (banks, telecom, transport, manufacturing etc.) New SME’s with special focus on removing barriers to adoption, leveraging lessons from telecom & mobile success story. Accelerate the emergence of India as a globally competitive provider of Cloud Services & Infrastructure Leveraging lessons from the global success of IT/ITES and VLSI design communities   2. Governing Council responsibilities include : Recommend New members to the Executive Council : Identify gaps and new focus areas for the Executive Council. Solicit nominations and finalise new appointments to the Executive Council. Review the Innovation Proposals and solicit funding sources : The EC shall review the various Innovation Proposals and their progress during execution with the intention of helping steer them to success. EC members shall pro-actively solicit funds and resources for successful execution of the Innovation Proposals. Branding and Strategic Affiliations : Pro-actively engage in branding exercises in order to promote participation and support for the working groups. Foster strategic affiliations with various global (eg. SNIA, DMTF, IEEE, OSF, ONF etc ..), government (DEITY, DOT etc) and industry(CII, NASSCOM etc.) entities . The Executive Committee provides high-level guidance regarding technical areas related to next-generation CLOUD COMPUTING technologies. Executive Committee members bring extensive technical expertise across Industry, Academia and Government. The Chair of the various working groups are de facto members of the Executive Committee. The Chair, Vice Chair, Secretary and Treasurer are selected from this team. Operational support is provided by a small sectretariat comprising of a Program Manager, Webmaster, Administrative Assistant. Executive Committee term appointments are annual, and the chair, vice-chair position rotates quarterly. Advisors and consultants for specific technology may be appointed for 6 months to 1 year. Executive Committee responsibilities include: Create and Oversee Working Groups : Any EC member can recommend a new working group. Each recommendation must include technical and market justification and clearly defined requirements. EC members can also recommend changes to a workgroup’s charter. Review the Innovation Proposals and solicit funding sources : The EC shall review the various Innovation Proposals and their progress during execution with the intention of helping steer them to success. EC members shall pro-actively solicit funds and resources for successful execution of the Innovation Proposals.
