Satellite TV Station Management
• The overall objective of the project is to establish a new efficient, reliable and economic Satellite TV
Broadcast Station having the capability to deliver 24x7 worldwide Live broadcast with Digital content to
unlimited viewers simultaneously.
• The solution will be designed with world class broadcast technology as one time cost to the Stockholder
with provision for including additional TV channels in future with a cost effective manner.
• Global Standard Technology will be implemented with automatic backup and by-pass work-flow to
overcome signal and power failure at production, transmission, reception, distribution and monitoring.
• The Ultimate Aim of the project is to establish cost-effective world-class broadcast set-up and maintain the
standard procedure to meet the requirement of viewers and commercial advertisers.
Objectives
The Need
• To fulfil customer’s demand and challenging to the competitors in the market, the quality of production
and transmission should be improved with a user-friendly Digital broadcast setup.
• To Achieve highest TRP and fulfil Commercial needs with more advertisers, Broadcast standard should
be improved by using Stable & Efficient Equipment.
• To Ensure 24X7 Live Production and Transmission without Failure, the equipment should be integrated
and managed properly.
• For guaranteed Stability, Reliability, and Error-Free broadcast, the equipment should be selected
properly and designed with backup and by-pass platform.

Live Studio
• There should be Two Live Studios Studio-1 and Studio-2 connected with PCR-1 and PCR-2 with
sound-proof technology.
• Studio-1 should be managed with at least four (4 Nos.) of wide-angle Professional Cameras with
CCU and RCP.
• Studio-2 should contain three (3 Nos.) Professional cameras with CCU and RCP.
• One real set and one green Chroma set must be designed with Studio-1. Studio 2 should be
designed with one video wall setup and one Chroma set.
• Mic and Camera cross interconnection provision should be there with both studios.
• Cam-1 in each studio must be employed with Broadcast Standard Teleprompter.

• There should be Two Live PCR; PCR-1 and PCR-2 connected with the studios.
• Standard 2ME live Production switcher and 32/24 channel Sound Mixer should be connected with
both the PCR with provision of interconnection and by-pass technology.
• 2 port standard play-out, PCR Automation, Graphics System, Standard TP, VTR, Router Panel,
Hybrid, Talk Back System, Multi-Viewer with other adequate equipment should be fixed with proper
mounting facility.
• Switcher frame and other rack-mount equipment should be fixed with standard rack.
• Power DB and MDU must be fixed with standard MCB and proper Grounding for power management.
• Schematic Diagram and Cable numbering should be maintained properly for AV and Networking
equipment.

Master Control Room
• MCR should be managed with Standard Automation Technology.
• 2 port standard play-out, Embedded MCR Switcher Graphics System, VTR, Router Panel, Talk
Back System, Multi-Viewer with other adequate equipment should be fixed with proper mounting
facility.
• Schematic Diagram and Cable numbering should be maintained properly for AV and Networking
equipment.
• Provision should be made for Addition of New Satellite TV Channels.
• SOP Must be followed for MCR Operation.
• Operation, By-Pass and Change-Over related training should be provided to the MCR Operation
Staffs.
Master Control Room
MCR Architecture
Central Apparatus Room (CAR)
• All the Broadcast Terminal Equipment, Processing and Distribution Equipment should be
Centrally managed with standard broadcast 42U Rack in CAR.
• Play-out Servers, Transmission Equipment, Encoders, Decoders, External Feeds, SNG Signals,
Should be managed with separate Broadcast Standard Rack.
• Separate UPS should be deployed with parallel Backup for CAR.
• Air Condition, Fire Safety equipment with Access Control facility must be in place.
• Equipment should be powered with standard MDU/PDU with IEC to IEC standard connector and
Separate MCB should connected with each MDU.
• SOP must be followed for CAR Operation and Maintenance.
CAR(Central Apparatus Room)
Ingest, Monitoring and Observer
• 4 port standard Ingest, VTR, Router Panel, Talk Back System, Multi-Viewer with other adequate
equipment should be fixed with proper mounting facility.
• DTH and VSAT feed recording provision should be made with both HD/SD standard broadcast
Equipment
• Schematic Diagram and Cable numbering should be maintained properly for AV and Networking
equipment.
• Separate Monitoring should be done for Both Up-Link and Down-Link Audio video quality
measurement
• Observer/ Down-Link Recording System should be employed with 90 days continuous Storage
• Library should be maintained with sufficient storage (NAS/SAN) for Archiving.
RF Transmission and Distribution
• TX and RX Equipment should be placed with separate Broadcast rack at CAR.
• C-Band Satellite Frequency with Same satellite must be Employed for All OB and Channel Up-
Link.
• Fiber Optic should be used for Distribution of signals for different Location.
• If the Teleport for Satellite Up-Link is managed/leased at different location, fiber and microwave
with guaranteed backup channel must be integrated.
• For Distribution to MSO and DTH operator, C-Band satellite down link must be used as a back-up
of Fiber.
• Terrestrial Broadcast may be used as second backup for MSO/DTH Operators.
RF Transmission and Distribution
Edit and Graphics
• Adobe-Premier CC or Apple FCP edit setup should be designed with at-least 8 Licensed desk.
• SOP must be followed while copy editing to maintain the Standard.
• Dedicated Path for Import and Export should be employed with NAS/SAN.
• Space for Raw footage and Final footage with Date wise Folder and Content Sub-Folder with
specific time slot should be maintained.
• Graphics Design Desk with at least 4 Designer License should be integrated with WASP-3D or
VIZRT.
• Two Graphics Scrolling Client should be integrated for each PCR and two for MCR for Logo,
Ticker, Back-Drop and Look and Feel Design.
Edit and Graphics
• Electrical Power Distribution Includes the Raw power, DG and UPS which should be managed in such a way
to provide 24x7 un-interrupted power supply through the channel.
• Three-Phase raw power as per the overall load
• Main DG with auto changeover mechanism having the capacity of 40% more than the actual load.
• Separate UPS for PCR-1 with Studio 1 and PCR-2 with Studio 2 having at least 60 minute power backup.
• Separate UPS for MCR and Ingest having at least 60 minute power backup.
• Separate UPS for CAR (Central Apparatus Room) with 60 minute power backup
Electrical & AC
Electrical & AC
• Separate UPS for Observer, Editorial Monitoring and General PC Usage
• Backup UPS with similar AH Capacity should be connected parallel with all the divisional UPS.
• There should be only 1 Grounding for entire Electricity distribution.
• AC should be centralized managed with main and backup chamber with adequate inlet and outlet to
provide sufficient cooling & adequate ventilation.
• No humming noise should be released from AC Outlet/Chamber.
Information Technology
• Centralized IT server room with LAN, NAS/SAN, FTP, Internet Streaming, Lease Line Connectivity
should be managed for Entire Channel Network.
• IT Server room should be placed near to the CAR in order to maintain proper integration between
Broadcast and IT Equipment.
• Separate Switch should be maintained for specific department/Division network equipment.
• NAS/SAN with Sufficient Storage with Backup and Library Archiving System should be maintained as per
Standard Procedure.
• Password Protection with Internet Access and NAS/SAN is must for security reasons.
All Other Department
• Quality Control and Branding department should be there to manage On-Air Signal quality at TX and
RX with all the locations as well as customer end.
• All the activities with respective department should be managed according to
customer/viewer/Commercial point of view.
• Input and Output content with look and feel and on-air presentation should be managed as per SOP.
• News and Assignment Desk should strictly follow the standard guide lines for Script Writing, Voice-
Over, News Content management, Air-Time management and Video Footage.
• Makeup and Costume should be managed strictly according to the On-Air Standard.
• Sales/ Marketing Guidelines must be followed strictly with weekly target base. 100% Market target
should be achieved at any cost.
All Other Department
• TRP (Television Rating Point) should be achieved aggressively with every program broadcasted.
• Commercial content Scheduling must be managed properly with each program and should not
be failed to be aired.
• Transmission Report must be maintained without fail. All the Transmission Eros should be
highlighted in the report sheet with reason.
• Audit and Research department should send their report to the Management on daily basis on
commercial and revenue point.
