ISLANDING AND BACK SYNCHRONIZATION SYSTEM REQUIREMENTS FOR BGP
A) ISLANDING SYSTEM REQUIREMENTS:
Islanding System is required at BGP and extension / modification in existing system among existing SS/s Riyas NGL sub, WIP sub, Sub 30, Sub 40.
ISLANDING AND BACK SYNCHRONIZATION SYSTEM REQUIREMENTS FOR BGP
A) ISLANDING SYSTEM REQUIREMENTS:
NOTES:
1. Remote end line/breaker statuses (for SEC/Riyas) shall be interfaced to Islanding system for islanding detection logic.
2. Islanding panel housing, PLC/ automation controllers and I/Os to be installed in the P&C room of the new GIS building.
3. Temporary communication arrangement between new islanding system and existing islanding system.
4. Frequency Separation relays in separate panel. Additional frequency separation relays may be required at 115kV Riyas.
5. Interface with new PSA (for transfer signals to Dhahran PCC) over FO or hardwired (Redundant FO links)
7. Remote I/O interface panels at BGP, Riyas 115kV and WIP 115kV, I/Os (CBs status, MW measurements and load shedding)
8. Back Sync panel shall be installed in new GIS P&C room. Additional back synch panel at Riyas 115kV may be required
depending on system design and islanding scenarios. This will determine during design stage.
9. Back Synchronization FO link to remote I/O modules for back sync located in Cogen unit location.
10. Islanding system will monitor power in real time using accurate power meters. The data acquired will be used for plant
load calculations and load shedding calculations.
11. The Contractor shall propose reliable and robust communication network, for N-1 contingency.
ISLANDING AND BACK SYNCHRONIZATION SYSTEM REQUIREMENTS FOR BGP
The proposed Islanding system shall meet the following requirements
- The Islanding system requires 230kV/115kV CBs status and/or 230kV/115kV lines (open/close status), for islanding/ partial
islanding detection logic (separation of Saudi Aramco electrical network from SEC network).
- The Islanding detection logic shall cover all possible islanding and partial islanding scenarios. All
- The Islanding detection logic shall generate a separate islanding output signal for each unique islanding or partial
islanding scenario. There are four possible Islanding and partial islanding scenarios:
A- Complete Islanding BGP (Sub 30, Sub 40)
B- Complete Islanding BGP and RNGL (Sub 30, sub 40 and RNGL)
C- Partial Island sub 40 (Sub 40)
D- Complete Island RNGL
Note: Islanding scenarios b, c and d shall be discussed and agreed with process plant proponents to determine if
implementation of these scenarios is practical and feasible from process perspective.

  • 7. ISLANDING AND BACK SYNCHRONIZATION SYSTEM REQUIREMENTS FOR BGP A) ISLANDING SYSTEM REQUIREMENTS: Islanding System is required at BGP and extension / modification in existing system among existing SS/s Riyas NGL sub, WIP sub, Sub 30, Sub 40.
  • 8. ISLANDING AND BACK SYNCHRONIZATION SYSTEM REQUIREMENTS FOR BGP A) ISLANDING SYSTEM REQUIREMENTS: NOTES: 1. Remote end line/breaker statuses (for SEC/Riyas) shall be interfaced to Islanding system for islanding detection logic. 2. Islanding panel housing, PLC/ automation controllers and I/Os to be installed in the P&C room of the new GIS building. 3. Temporary communication arrangement between new islanding system and existing islanding system. 4. Frequency Separation relays in separate panel. Additional frequency separation relays may be required at 115kV Riyas. 5. Interface with new PSA (for transfer signals to Dhahran PCC) over FO or hardwired (Redundant FO links) 7. Remote I/O interface panels at BGP, Riyas 115kV and WIP 115kV, I/Os (CBs status, MW measurements and load shedding) 8. Back Sync panel shall be installed in new GIS P&C room. Additional back synch panel at Riyas 115kV may be required depending on system design and islanding scenarios. This will determine during design stage. 9. Back Synchronization FO link to remote I/O modules for back sync located in Cogen unit location. 10. Islanding system will monitor power in real time using accurate power meters. The data acquired will be used for plant load calculations and load shedding calculations. 11. The Contractor shall propose reliable and robust communication network, for N-1 contingency.

ISLANDING AND BACK SYNCHRONIZATION SYSTEM REQUIREMENTS FOR BGP The proposed Islanding system shall meet the following requirements - The Islanding system requires 230kV/115kV CBs status and/or 230kV/115kV lines (open/close status), for islanding/ partial islanding detection logic (separation of Saudi Aramco electrical network from SEC network). - The Islanding detection logic shall cover all possible islanding and partial islanding scenarios. All - The Islanding detection logic shall generate a separate islanding output signal for each unique islanding or partial islanding scenario. There are four possible Islanding and partial islanding scenarios: A- Complete Islanding BGP (Sub 30, Sub 40) B- Complete Islanding BGP and RNGL (Sub 30, sub 40 and RNGL) C- Partial Island sub 40 (Sub 40) D- Complete Island RNGL Note: Islanding scenarios b, c and d shall be discussed and agreed with process plant proponents to determine if implementation of these scenarios is practical and feasible from process perspective.
