Progressive Design-Build
         In a progressive design-build
         procurement, the design-builder
         is selected primarily based on
         qualifications before substantial
         design is completed.
         Together, the owner and the
         design-build team advance the
         design, incorporating the details
         desired by the owner and
         providing the owner with cost
         input regarding options the
         owner is considering. This open-
         book approach enables the
         owner to make well-informed
         decisions on the overall quality
         of the project.

Developing Procurement Documents for Progressive Design-Build Projects

  • 1. Developing Model Procurement Documents for Progressive Design-Build Projects March 22, 2103 John Awezec, P.E., LEED, AP – HDR, Inc. John Doller, P.E. – Carollo Engineers, Inc. Peter Hughes – Executive Director WDBC
  • 2. Model Procurement Documents for Progressive Design-Build
  • 3. Developing Model Procurement Documents for Progressive Design-Build Projects Overview • What is progressive design-build (PDB)? How does it work? • Benefits of PDB • Key considerations in a PDB procurement – Understanding the model procurement documents • RFQ • RFP • Progressive Design Build Agreement • Implementing the PDB procurement
  • 4. Project Delivery Options Traditional Delivery Alternative Delivery Construction “Progressive” Lump-Sum Design-Build- Design-Bid-Build Management at Risk Design-Build Design-Build Operate/ (DBB) (CMAR) (GMP) (LS) Finance, etc.
  • 5. Progressive Design-Build In a progressive design-build procurement, the design-builder is selected primarily based on qualifications before substantial design is completed. Together, the owner and the design-build team advance the design, incorporating the details desired by the owner and providing the owner with cost input regarding options the owner is considering. This open- book approach enables the owner to make well-informed decisions on the overall quality of the project.
  • 6. Progressive Design-Build Construction estimating can Owner “Progressive” estimates keep start very early in design, owners informed and support- allowing comparison of specific informed scope adjustment technical solutions decisions PM/OA Design/Builder Design Definition Design Development and Construction 100% Guaranteed maximum price First fully detailed estimate Owners can use third-parties to established at the right time: can be used to establish a scope baseline. Estimating verify cost . . . Risk and contingency reduced, process is “open book” . . . and go to the hard-bid market schedule needs met if needed (the “off-ramp”)
  • 7. Progressive Design-Build Owner PM/OA Design/Builder Design Definition Design Development and Construction 100% Phase 1 Phase 2 GMP
  • 8. Progressive Design-Build Owner • Investment in projects, not procurements • Offers owners maximum flexibility/opportunity to collaborate on PM/OA Design/Builder permitting/ design • Maximizes overall schedule • Owners have an “off-ramp” in case of permitting issues or if GMP Design Design Development and Construction can’t be negotiated Definition • Very successful evolving model 100%
  • 9. Key Considerations in PDB Procurement • Existing legal authority • Basis for selection • Required contents for submission • Evaluation criteria and scoring methodology • PDB Contract – Agreement – General Conditions
  • 10. Legal Authority • Verify State and local procurement laws – Is PDB allowed? – Requirements for procurement • One step vs. Two-step process • Qualifications only vs. “best value” (quals + cost) • Self performance of work • Water Design Build Council survey (July 2012) • Survey of relevant state legislation for select states • Available on WDBC website
  • 11. Legal Authority •Does not expressly permit PDB •Allows evaluation of RFP based on criteria deemed appropriate for the project •Does not prohibit two-step process •Best value evaluation Virginia •Requires price consideration in evaluation, but need not be the sole determining factor
  • 12. Basis for Selection Qualifications-Based Selection Best-Value Selection • Employ evaluation criteria that are • Allows price or costs to be traditionally used for any considered with qualifications qualifications-based selection • Total cost of construction is not a • Owner able conduct process factor efficiently • Typical cost considerations include: • Reduces total time for • Fixed fees for procurement preconstruction services • Reduces cost of procurement • Raw labor hour rate sheet • Reduces complexity • Design-builder fee or markup percentage of allowable • Potentially allows for a larger pool project costs of qualified firms to participate • Fixed fee for General Condition costs
  • 13. Basis for Selection Qualifications-Based Selection Best-Value Selection Basic Intent of PDB is that selection of the • Employ evaluation criteria that are • Allows price or costs to be design-builder is heavily based on qualifications traditionally used for any considered with qualifications qualifications-based selection • Total cost of construction is not a • Fees and rates account for relatively small percentage of • Owner able conduct process factor overall project costs efficiently • Typical cost considerations include: • Reduces• total time for costs should be kept to minimum for Weighting of • Fixed fees procurement preconstruction services • Some state procurement laws dictate minimum • Reduces cost of procurement percentages • Raw labor hour rate sheet • Reduces• complexity • Design-builder fee Model procurement documents provided suggestions or markup percentage of allowable • Potentially allows for a larger pool on weighting of costs project costs of qualified firms to participate • Fixed fee for General Condition costs
