Availability Instructional materials Instructional materials such as books, ICT devises, in the absence of teaching and learning materials, the teaching and learning processes will be hampered. no books or writing material, no chalk, no science apparatus, inadequate or out of- date library facilities.

- 9. Teachers’ conditions of services Working conditions have remained poor, particularly in rural schools. Teacher salaries are low and payment unreliable. , no housing also demoralizes the teachers who may resort to go into commercial enterprises to supplement their meager salaries. Consequently, there have been constant strikes by the teachers
- 10. Time management by school administrators and teachers Unnecessary lengthy speeches (inducing members to sleep), frequent meetings held by visiting Officials, health talks, variety shows and public holidays.
