Downtown Parking   -Bend, Oregon-
Thesis We believe that the current downtown parking system in Bend, Oregon is not suitable to meet the needs of the business owners in that area, or their customers.  We used Rothwell’s  Standard Agenda  to compare and contrast possible solutions.
The Standard Agenda Reflective Thinking:   A set of logical steps that incorporate scientific methods of defining, analyzing and solving problems Effective and structured method for decision making Six Steps :  1)  Problem Identification:   What’s the Question  2)  Problem Analysis:   Causes and Effects  3)  Solution Criteria:   Setting Standards  4)  Solution Suggestions:   Generating Alternatives  5)  Solution Evaluation and Selection:   Deciding by Criteria  6)  Solution Implementation :   Follow-through
Step 1 - Problem Identification Is parking in downtown Bend meeting the needs of both local businesses and customers?
Step 2 - Problem Analysis How serious is the problem? What harm or effect does the problem produce? What causes the problem?
Step 3 - Solution Criteria Proximity, Convenience,  Cost to Tax Payers, Aesthetics, Ecosystem, & Safety   Not enough downtown parking space for customers and local business owners/employees given Bend’s growing tourism  Lack of parking meters  Lack of strong public transportation  No specified local business owner/employee parking without purchasing parking permits Parking tickets
Step 4 - Solution Suggestions Install parking meters - no 2 hour free parking Implement new raft, bike and bus public transportation system Construct separate parking space for local business owners/employees Implement more effective parking ticket reimbursement system Construct more parking garages/ parking space for customers Establish system/structure that encourages walking
