Stepping stones : Enhancing the quality of
primary education
High number of dropout from primary education inspite of high fund allocation
under RTE which has doubled from Rs 13,100 crore in 2009-2010 to Rs 25,555
crore in 2012-2013. After 84% enrolment in the primary education very low number
of students continue the education.

Human Development: Education forms the base of the human nature.
Reduce Illiteracy Rate:The root cause of many other problems like underemployment etc.

Proposed Solution and implementation
 Finance is managed from CSR initiatives(Rs 63 bl from India’s top 500 listed
companies) and Govt educational schemes
 Joint education management committee is a stakeholder’s group composed of
parents, village Panchayat heads, BDO, Industry HR experts and civil society
members
 Part of fund is spent on developing infrastructure of school
 Significant proportion on strengthening inadequate teacher capablities and
improving their teaching methodology through regular training of scientific
learning methods
 Compensation to boost teachers motivation and reduce absentism
Criteria to measure impact of solution
• The criteria should be decrease in dropout rates, and improved problem solving skills
and communication skills of students in primary schools

• The solution is highly scalable, since cost per school will not be substantial for
corporate ( since they are only handling HR improvement related activities)
• Thus, the solution can be scaled to meet a substantial part of the need for
improvement in primary school education
Scalability of the solution
• The solution is sustainable, since CSR is a legal requirement in India, and the
companies will have to increase their CSR spending every year with increase in net
profits(2% of profits for CSR would yield 6,300 cr in 2012-13, (ie) around 18
crores per district, which can meet these improvement costs substantially)

• The solution will be monitored by the Joint Education Management committee,
since they are an active stakeholder in the process
• This will ensure better compliance since the monitors will have their own children
studying in these schools

deviates from the usual government education model
• Mitigation- Spread awareness about the new model and run pilot projects
to demonstrate efficacy

• Mitigation-Vocational training which will produce skilled individuals to
work in the industrial sector.This will bring private sector investment
Political
• Challenge – Certain corporate players may get favourite working
conditions due to political conditions
• Mitigation- Ensuring robust montoring mechanisms for value neutral
decisions of government

conflict with each other
• Mitigation- Comprehensive contracts, terms and conditions and detailed
documentation along with Standard Operation Procedures

communicate with each other
