This document discusses the increasing adoption of free and open source software (FOSS) by European public administrations. It provides examples of FOSS implementations across different countries and sectors. Some of the benefits mentioned include cost savings, innovation, flexibility and technological independence. However, it also notes some challenges like lack of political support, vendor lock-in, restrictive procurement practices and reluctance to share source code openly. It concludes by recommending a five-step program to further promote FOSS adoption based on policies in the UK, Canary Islands, Basque Country, Munich and other cases.
