This document proposes a 'Budget 2.0' framework for evaluating technology's role in enhancing government transparency and public financial management (PFM), emphasizing the need for integrated systems to improve government performance. It outlines the evolution from traditional budget management to a more open, participatory model that incorporates technology to facilitate citizen engagement and accountability. Furthermore, the framework identifies eight key classifications for assessing budget processes, underscoring the importance of timeliness, comprehensiveness, and policy alignment in financial management.
