This case study examines how Information and Communication Technologies (ICTs) can empower rural communities in Bolivia to engage in local government decision-making processes. It analyzes the effectiveness of the USAID-funded 'enlared municipal' project in enhancing local government efficiency, transparency, and responsiveness, concluding that political, social, and cultural factors are more crucial for success than economic and technical aspects. Despite some achievements, the project faced challenges in implementation, reflecting a significant gap between the designed objectives and the actual outcomes on the ground.
