Challenges and constraints
• The geopolitical situation in several countries
• Inadequate managerial capacity coupled with the
multiple competing priorities in some countries
• Inadequate attention to or visibility of the immunization
goals other than polio eradication
• Inadequate allocation of domestic resources
• Inadequate vaccine registration and procurement
systems
• Inadequate social mobilization and demand creation
• Weak surveillance systems for vaccine-preventable
diseases and poor immunization data quality in some
countries

• Renews commitments of Member States to
the global and regional immunization goals
• Defines the objectives, priority actions and
indicators of immunization programmes,
taking into account specific needs and
challenges of countries of the Region

• Vision: a region in which all individuals
enjoy lives free of vaccine-preventable
diseases
• Aims at ensuring equitable access, of all
communities and individuals, especially
those marginalized and in hard-to-reach
areas, to sustainable access to vaccines
of assured qualities

1. Attain interruption and sustain polio-free status
2. Meet regional routine vaccination coverage
targets at all administrative levels
3. Meet regional disease elimination and control
targets
– Achieving measles elimination
– Achieving and sustaining elimination of maternal and
neonatal tetanus
– Achieving the regional hepatitis B reduction goal
4. Introduce new vaccines of regional and national
priority

Strategic objectives
1. All countries commit to immunization as a priority
2. Individuals and communities understand the value of
vaccines and demand vaccination as their rights and
responsibilities
3. The benefits of vaccination are extended
equitably to all people through tailored, innovative
strategies
4. Strong immunization systems are an integral part of a
well-functioning health system
5. Immunization programmes have sustainable access
to long term funding and high-quality supply

Priority actions
• EMVAP proposes a list of priority actions
for each strategic objective
• Priority actions are tailored to address:
– the current situation of immunization
programmes in the Region
– specificities and challenges currently faced by
the Region

Monitoring and evaluation
framework
• EMVAP 20162020 proposes a monitoring
and evaluation framework with specific
indicators for:
– monitoring implementation of the priority
actions of the different strategic objectives
– monitoring progress towards achieving the
goals of the plan
– reporting to the Regional Committee annually
on the progress made and remaining
challenges
