World Conference on Disaster Reduction (WCDR) in 2005 Hyogo Framework for Action calls for promoting “ the use, application and affordability of recent information, communication and space-based technologies and related services, as well as Earth observations , to support disaster risk reduction” International Charter ‘ Space and Major Disasters ’ has been providing valuable space data and services in managing disasters and emergency responses over the last years. An evaluation may be useful to improve the Charter’s service from its past experiences for ensuring effective and efficient disaster management and emergency responses. Motivation
- 3. Aims: To provide a unified system of space data acquisition and a non-bureaucratic delivery to those affected by natural or man-made disasters. International Charter ‘Space and Major Disasters’ European Space Agency (ESA) and French Space Agency (CNES) initiated International Charter ‘ Space and Major Disasters ’ following UNISPACE III conference held in Vienna in 1999 .

Recommendations Providing required satellite imagery and mapping services within the shortest possible time considering the type of disaster, location, area characteristics and other factors, Existing activation procedures can be revised for timely supply of satellite data, Improve data quality of the Charter, Process appropriate satellite imagery in appropriate format and appropriate resolution,

Recommendations cont… Strengthen efficiency and effectiveness of the Charter with coordination and communication among the Charter members and the users, Train project managers for efficient management and fostering collaboration among Charter member and implementing partners, Strengthen local capacity and local infrastructure for using Charter provided data and services, Along with disaster response, Charter data and mapping services can be made available in other disaster management phases .
