State agencies are working together to improve customer services and
outcomes through data sharing.

As citizens are advancing
through school and into
careers or businesses, they are
at some point(s) benefiting
from programs and services
offered by some or all of these
agencies.
To best serve everyone
throughout their life in Illinois,
it is essential for the agencies
to provide clear and direct
access to information and data
on programs, customers, and
outcomes.
Each of these agencies operates independently but are working together to
improve system connectivity through initiatives including the Illinois Longitudinal
Data Study (ILDS) and the Workforce Data Quality Initiative (WDQI).

Workforce Data Quality Initiative
The WDQI and the ILDS teams
and agency partners have
worked together over the last
several years to establish a
common vision and plan of action for building a cost-effective federated or
distributed education and workforce longitudinal data system that can be
maintained and sustained under the direction of the statewide ILDS Governing
Board.
Among the ILDS requirements, functions, and expectations includes the
establishment of a set of tools, systems, and processes internal to LDS Agencies
and shared across ILDS Agencies to support analysis and understanding of
lifelong education and workforce policies and programs.
The ILDS is a source for incremental data.

Each agency has responsibility for their own independent information systems that
are a source for the ILDS and are used to provide, track, or facilitate:

Transparency: State Information Systems
State information systems support a myriad of regulations, reporting and security
requirements, and are needed to carry out the day-to-day operations of each agency
and their respective service providers. Some systems are used only by staff, while
others offer some form of public access through web applications.

To improve transparency, the goal of WDQI and ILDS is to identify and merge useful
data from workforce, education, and human services information systems. The
combined data will provide citizens of Illinois intelligent options from which they can
make informed decisions on programs and benefits open to them.

services and resources are available to them throughout their life journey.

the key components that connect the dots and gathers useful and practical
information to serve citizens throughout their entire life based on what needs they
have at each of the critical steps in their development.

Technological Evolution
Harnessing technology achievements of the past and present is foundational
to a technology solution for the future.
Over the past decade, the push for transparent knowledge has
resulted in the need for long-term planning that eliminates
operating in a vacuum, database silos, and static reporting.
Federal and state government visionaries and technological
experts have invested time and money to upgrade and modify
agency information systems that will enable data sharing and
integration.
Business processes for exploring, cleaning, and shaping data
have resulted in enriched data content that can be sourced,
matched, and empirically compared.
The States’ Workforce Data Quality Initiative in partnership
with the Longitudinal Data System Initiative will result in a
sustainable long-term plan for data integration.
Methodical Approach
There are technologies in place now to realize this plan using an
incremental approach that leverages existing systems and makes
enhancements over time to agency information systems through:

• Data sharing agreements
• Integration with web services based on modern best practices
