Developing and Implementing
Smart Grids in India
Valorization Meeting
Brief Project Introduction
Johanna Höffken
TERI University, New Delhi, 28.01.2016
Problem definition
• In India about 400 million people have no access to electricity.
Smart grids for rural electrification can address the problem of
(energy) poverty.
• In this project we ask: How can smart grids be successfully
developed and implemented in India?
Approach
• Successful smart grid development is not simply a matter of getting
the technology right: social embedding, ethical acceptability and
institutional support are at least as important.
Goal
• The responsible implementation of a smart grid prototype in India.
• Identification of ethical and societal aspects of technological innovations at
an early stage.
• Multidisciplinary research consortium and involvement of private sector,
which has to provide part of the funding (“matching contribution 25%”).
• Valorization member panel, representing stakeholders
Design criteria
• anticipating societal and ethical implications;
• constantly questioning the assumptions of
designers and stakeholders;
• involving interested parties in the design and
elaboration processes;
• adjusting the innovation process according to
the expected societal and ethical
implications.

Research Question WP 5
• Insights from the work packages
• Input received from valorization panel
throughout the project
What are the key factors that affect the potential
for upscaling of smart grids throughout India?
Theoretical Background
• Insights from Transition Studies:
– considering niche, regime- and landscape
dynamics that matter in sustainable energy
transitions (Schot and Geels 2008; Markard et al.
2012; Verbong and Loorbach 2012)
Discussion WP 5
What are the key factors that affect the potential
for upscaling of smart grids throughout India?
Discussion WP 5
• The state should be primarily
responsible for electrification.
• Short projects cannot make long
lasting impacts.
• Only grid electricity is real electricity.
• As people get electricity more,
electricity requirements are triggered.
• You only have to get it right once.
• Solar power is the only way forward.
