Recommendation 1: The Secretariat and ITPS should embark on the
formulation of a revamped GSP Action Framework under the mantle:
‘Healthy Soils to meet SDGs, Biodiversity and Climate Change Goals’,
including transforming the current Pillars into Outcome Areas for Soil
Health. The framework could articulate required changes for action at
global and national/regional level and illustrate cross cutting delivery
mechanisms under the above Outcome Areas. Specific work streams
could be around major soil threats or issues, e.g. soil degradation,
recarbonization, erosion, pollution, soil productivity, while identifying
core partners”

Governance
GSP Secretariat is taking necessary steps to address the
recommendations in the report of GSP Stocktaking
Exercise including transforming the current Pillars into
Outcome Areas.
Should GSP continue developing an implementation plan with the current governance structure (INSII, PWG, SDF,
ITPS, IUSS, RSPs)?
Q Should GSP activities falling under Soil Information and Data domain stay under the pillared (4-5) structure or
restructured under an umbrella name GloSIS (Towards Global Soil Information System (GLOSIS): Data Products,
Harmonisation, Capacity Development...)?
Q
Governance
INSII consists of institutions nominated by their governments and GSP
partner organizations that have the willingness to contribute to the
Pillar 4 implementation.
Only ONE INSII per country is not enough to cover all soil information
and thematic products envisioned in P4GIP. INSII would become more
responsive by involving more national institutions.
Should more than one institution be allowed to represent a country in INSII? At
least one institution per country (and Secretariat will work towards it)
Q
Operational
New Pillar 4 Global implementation Plan should have Workstreams for
each activity group. This would be useful for smoother operation and
clear workflows and delivery mechanism.
Should implementation of the GLOSIS activities have clear work streams?
If yes, do you agree with these or we add more?
Q
WS1 - Awareness raising/capacity development/resource mobilization
WS2 - GLOSIS development
WS3 - Development of standards/guidelines/product specifications
WS4 - Building a community of practice
WS5 - Developing data products
Operational
New Implementation Plan is envisioned to be in force for 10 Years
(2021-2030). Annual plans would be developed to for smooth
implementation (annual activities, distribution of tasks, clear
deadlines).
Should INSII develop annual work plans during its annual sessions?Q
Fresh Fresh Data
National data products and systems are relying on
existing soil data and information. Data is the new
currency and countries should be encouraged and
supported for new soil data acquisition. New
Sampling campaigns should be encouraged and
supported as fresh data is the key to move forward.
This would require more collaboration with other
initiatives (GloSOLAN, JRC-ESDAC)
Should new implementation plan also catalyse and bring mechanisms for new
data acquisition (sampling design, resource mobilisation, monitoring..)?
Q
Bridging the Gap between GIP & Community
Community Needs Assessment and Gaps Analysis would be needed.
This will help INSII to better understand national, regional needs and
priorities and to make new GIP to focus on needs and gaps. A true
Community of Practice (CoP) with continuous and structured capacity
building is needed.
Should Pillar 4 Working Group conduct a survey among INSII for needs and
gap analysis?Q
F.A.I.R
FAIR data are data which meet principles of Findability, Accessibility,
Interoperability, and Reusability.
The new P4GIP should encourage countries and data providers to ue
F.A.I.R data principles.
Should the new P4GIP have an activity item for raising the level of knowledge
and awareness of ohe importance of open data?Q
Regional Soil Partnerships
Considering their fundamental role of RSPs, their roles should be
clear in the implementation plan and in the workstreams.
