What is Blended Learning?
 • Blended learning integrates face-to-face classroom
time with online learning (facilitated at all times by a
classroom teacher), combining the effectiveness and
socialization of the classroom with technology-
 enhanced online materials.”
The benefit from blended learning;
i: It provides students with courses that wouldn’t otherwise be available;
ii: Teachers get near-instant student assessments and the opportunity to
provide their students with individualized instruction.
iii: It gets students up to speed and on track, challenging talented students
and engaging individual learners in differentiated instruction.
iv: The technology component inherent in a blended learning environment
isn’t merely an attractive distraction, but an integral approach to acquiring
knowledge and engaging in curriculum that’s simply second-nature for
today’s 21st-century learner.

What is E-Learning?
 • E-learning includes all forms of electronically supported
 learning and teaching.
 • E-learning is the computer and network-enabled
 transfer of skills and knowledge
 • E-learning applications and processes include Web-
 based learning, computer-based learning, virtual
 education opportunities and digital collaboration
 • Content is delivered via the Internet, intranet/extranet,
audio or video tape, satellite TV, and CD-ROM. It can
be self-paced or instructor-led and includes media in the
form of text, image, animation, streaming video and
 audio

• Notschool is a proven successful alternative to traditional
education
• Notschool is an international 'Online Learning Community'
offering an alternative to traditional education for young
people who, for a variety of reasons, are unable to engage
with school or other complementary provisions such as home
tutoring or specialist units.
• Notschool.net is a full-time alternative provision;
successfully demonstrating that young people for whom
'school does not fit' can renew their confidence in learning
and gain a range of qualifications that recognise their
progress.
• Notschool.net is a last resort for young people disengaged
from classroom learning because of:
1. Illness or phobia
2. Pregnancy
3. Bullying or disaffection
4. Travelling
5. Reluctance to learn
6. Exclusion
7. In care
NotSchool is a good education system because:

           1. Offer unlimited resources for any learners at any
           point they are requested

2. Allow individual who want to share knowledge or
expertise to find those who would like to learn from them

   3. Allow all who want to present an ideas, issue or
resource to the public to be able to do so
E-Learning in a public university
• E-learning initiatives in Malaysia are being undertaken
mainly by universities, colleges and business enterprises.
The main players of e-learning are private and public
institutions of higher education as well as local and
multinational corporations.
• Apart from OUM, other institutions that embraces e-
learning include Multimedia University (MMU),
University Tun Abdul Razak (UNITAR),Universiti
Pendidikan Sultan Idris (UPSI) and University Technology
Malaysia (UTM)

Recommendation for better E-Learning in Malaysia

      1. Blended Approach in e-Learning
The term blended approach is used to describe the creation of a learning environment
that combines several different delivery methods such as face-to-face interactions, self-
paced and individualized learning and online interactions. OUM has taken the
initiative to introduce blended pedagogy to its learners. This has proven to be a
successful delivery mode as can be seen by its popularity among our learners.

                2. Improving Accessibility and Connectivity
Accessibility and connectivity needs to be further improved. This can be achieved
through the upgrading of technological infrastructure as well as the lowering of the
access fees to a more affordable level.

3. Mobile Learning Initiatives
Realizing the widespread use of mobile devices in Malaysia, one of the ways to
expedite the acceptance of e-learning is to leverage on the use of mobile technology
that will facilitate mobile learning. Mobile learning will also help overcome the
problem of accessibility and connectivity.
4. Establish National E-Learning Council
In order to ensure the success of e-learning in Malaysia, a National e- Learning
Council needs to be set up to champion e-learning. The Council should be headed by
the Minister of Education and its members would comprise of representatives from
Ministry of Energy, Telecommunications and Multimedia, e-learning institutions and
industry. The role of the Council is to:

1 develop policies and standard for e-learning initiatives
2 create awareness of e-learning
3 promote e-learning
4 monitor e-learning practices
5 initiate research in e-learning
6 promote international collaborations in e-learning

The establishment of the Council will spur the growth of e-learning in the country and
it will also make Malaysia the champion of e-learning in this region.
