support to the teaching and learning
processes, research and extension
service activities of the students, faculty
and other members of the academic

organized, relevant resources and fast
delivery of information services.

1. To give new students an overview of the library
resources and services, policies and procedures
governing the use of the library.
2. To teach them the basic skills in locating various
information sources effectively and efficiently.
3. To familiarize them the general reference sources
as well as the classification of books by subject
through DDCS.

Is a place where books and other instructional
materials are kept and organized for reading, studying
and resource sharing. It is also a venue for
consultation and for further research. A repository for
both print and non-print materials like books,
magazines, journals, AV materials and electronic
sources.
Plays an indispensable role in accomplishing the aims
and objectives of the school and in every department.

Who may borrow?Who may borrow?
Students – refer to both graduate and undergraduate
students who are currently enrolled at the University of
Southern Mindanao both in main, USM-KCC and Buluan
campuses.

2. Off-campus users
a. Alumni, researchers, traveling lecturers and
professors. They can make use of the library
provided that they will present any ID Card
and secure Library Permit to Research from
the Office of the Director of ULRC.
b. Researchers from other agencies/organizations
and schools who wish to conduct research and
avail of the services and resources will be
charged an amount of P25.00 per day, however,
no borrowing privilege is given to them for
home use.

a. USM School ID for all employees and validated Automated
Library Identification Card (ALIC) for the students must
be presented at the Information Counter upon entry.
Same will also be presented to the lending counter
whenever any library material is to be borrowed.
b. Observe SILENCE. Talking aloud and making other
unnecessary noise must be avoided.
c. KEEP THE LIBRARY CLEAN. Do not litter tables or floors
with waste papers and other scraps; use the trash boxes
provided for this purpose.

d. SMOKING is not permitted in the University Library.
e. KEEP THINGS IN ORDER. Return newspapers and
magazines in their proper places.
f. BRINGING OF BAGS INSIDE THE READING AREA IS
PROHIBITED. Bags and Umbrellas must be deposited at
the baggage counter near the entrance of the library.
Laptop bags are allowed and subject for inspection by
the Guard .
g. Handle books and other library materials with care. They
are intended to serve many users after you.
h. No student is allowed to borrow any library material unless
he/she has a validated library ID.

i. All Library patrons must deposit their Library
Cards upon entering the stock room. Books
borrowed for home use must be properly
processed by the librarian.
j. Borrowed books inside the reading area should
not be returned to the shelves. Students are
advised to leave borrowed books on the book
trucks or to the librarian. This is to avoid the
possibility of books being mis-shelved.

k. Student must get back his/her Library Card
upon returning the borrowed materials, like
books, journals, etc. The Library will not
assume responsibility for loss Library Card.
l. Upon exit, students must:
a. Open and show contents of bag, folder,
envelope, etc.
b. Show the date due slip of book/s borrowed.

a. CIRCULATION BOOKS – Each borrower is allowed to
borrow three (3) books at a time for 3 days. It is subject
for renewal for another 3 days if it’s not requested. This
is to be closely monitored by the Computerized
Circulation Borrowing System.
b. RESERVE FILIPINIANA BOOKS – These are strictly for
“inside the library use only”. These can be photocopied upon
request with the permission from the Librarian on duty.

c. REFERENCE BOOKS – These are general and subject
references such encyclopedias, dictionaries, almanacs,
yearbooks, atlases, etc. and to be read only inside the
library and not to be circulated for home use.
d. SERIAL COLLECTION – These are collections of
Periodicals, non-book materials, theses, etc. and strictly
for room use only.
USM faculty members are allowed to borrow a maximum
of 10 books (5 circulation and 5 Filipiniana) for a period of
one semester only. Books borrowed must be returned on
or before the end of the semester. Faculty Reminder Slip
is issued for faculty who failed to return the borrowed
books on time.

a. For overdue books – a fine of P1.00 for the first hour and
P0.50 for every hour thereafter (whenever the book is
overdue).
b. Taking out periodical from the library without the knowledge
of the librarian will pay twice the current value.
c. Lost or damaged book – When a book is lost, it should be
reported immediately to the librarian. However, this does
not exempt the borrower from paying the fines of overdue.
Lost or damaged book must be replaced with the same
book (Same title and author) or paid twice the current price
of the book. A processing fee of 10% is added for any
replaced book.

d. A fine of P35.00 is imposed for any request of Library Card
replacement. Lost Library Card requires Affidavit of Loss
from the Records Division upon filing new ALIC.
e. The ALIC is non-transferable. Anyone found guilty of
lending his/her ALIC to others will be subject to a fine of
20.00.
f. Failure to surrender the ALIC upon transfer/separation/
graduation will be subject to a penalty of P20.00.

g. Any library user who shall willfully tear, deface, mutilate or steal
library properties shall be subjected to the judicial discretion of
the librarian.
h. Fines must be paid to the Readers Services Librarian. Students
are advised to ask for an O.R. duly signed by the In-charge.
For unpaid accounts, students must acknowledge in the
Students’ Account Record at the Circulation Section.
i. Students caught stealing or destroying library materials are
subject for disciplinary action or suspension from the library
accordingly.

A.1. An Automated Library Identification Cards are issued upon
presentation of Assessment/Enrollment Form . Official
Receipt will be issued by the Readers Services Librarian
upon payment of P35.00. The OR will then be presented
at the Technical Section. Student’s signature must be
reflected before lamination. Laminated ALIC will be
released one day after the filing.
A.2. Filing and releasing of the Automated Library Identification
Card must be done at the Office of the Technical Services
Department.

B.B. For Higher YearsFor Higher Years
B.1. Request for ALIC requires the usual presentation of
Assessment/Enrollment Form and payment of P35.00
(includes lamination).
B.2 Lost Library Card must be reported at the Office of the
Director for immediate replacement. Request for new
LIC will be issued upon presentation of the following:
- Affidavit of Loss
- Assessment/Enrollment Form
- P35.00 (Refer to Rule #5, D)

Library materials especially those which cannot
be borrowed for home reading may be photocopied
except graduate and undergraduate theses and
Doctoral Dissertations. Books for photo duplication is
not to be loaned out, except when there is power
failure in the library area. The library has its own
photocopying machine.
Any violation under the Library rules is
regarded as an offense under the University
Rules of Conduct.

a. Information Service - Provides answer to specific
questions, statistical data, biographies, etc. thru
searching and retrieval of appropriate materials.
b. Library Instruction - Provides orientation to new
students and transferees about library policies,
borrowing procedures, services and how to use the
library materials and research tools like the card
catalog, periodical index, bibliographic services, etc. Tour
around the library and to the different sections is conducted
right after the library instruction.

c.c. Bibliographic ServiceBibliographic Service -- Provides bibliographies
of materials requested by the faculty such as list of
new titles of books or list of books by subject area
including list of new acquisitions.
d. Reader’s Advisory Service - Provides guidance to
clientele in the choice of reading materials.
e. Term Paper Assistance - Provides assistance in
the formulation of research paper.

are available for check out at the Circulation
Section through Computerized Circulation

to support classroom instruction (i.e.

information through bulletin display, and
current materials such as newspapers, journals,
and vertical file materials. Newspaper Clippings
are readily available for research.

indexing service of important articles from local
journals and magazines.

c. Reading Room Servicec. Reading Room Service - Provides reading rooms
equipped with research facilities and carrels for
individual use.
d. Shelving and Stack Service - provides services
by taking charge of the materials left at the tables
to avoid misplacement. Shelf reading is done
regularly to monitor maintain daily statistics of in- house
use of books.
e. Photocopying Service - Provides photocopying
service for non-check out books to users.

The physical division of the book can be grouped as:

and (4) the auxiliary or reference material.

The kinds of general reference books, the purpose they serve,
and example of each kind are listed below.
1. A DICTIONARY provides information about word meaning,
derivation, spelling, pronunciation, syllabication, usage and
current status.
Webster’s Third New International Dictionary of the
English Language.
Tagalog-English Dictionary.
2. An ENCYCLOPEDIA is concerned with a particular subject of
interest. It gives an overview of a topic, including definition,
description, background, and bibliographical references.

3. An INDEX points out where an information can be found.
There are indexes to articles which appear in periodicals,
and indexes to articles on essays, poems, and other
writings which appear in collected works.

4. A YEARBOOK often called an annual, presents the event
of the past year in brief, concise form.

5. A HANDBOOK, literally a small book, which can be held

of information. It may also be called miscellany, a
manual, or companion.

6. An ALMANAC, originally projected of the coming year-days, months,
holidays, and weather forecast – is the name now given to a
collection of miscellaneous facts and statistical information.

7. A BIOGRAPHICAL DICTIONARY is a collection of sketches of
varying lengths about the lives of individuals, arranged
alphabetically by surname.

8. A DIRECTORY lists the names and address of persons,
organizations, or institutions. It may provide other pertinent
information, such as the purposes, the addresses, and the
officers of organizations.

9. An ATLAS is a volume of maps, plates, or charts, with or
without explanatory text.
a. National Atlas of the United States of America
b. National Geographic Atlas of the World
10. A GAZETTER is a volume that provides geographical
information and data about places. It does not define
geographical terms. The second part of an atlas serves as
the gazetteer.
11. A BIBLIOGRAPHY is a list of books and other materials,
which have some relationship to each other. The materials
listed are described as to author, title, publisher, price, and
number of pages. In some bibliographies the materials are
evaluated.

Arrangement of the Books in the ShelvesArrangement of the Books in the Shelves
Books and other printed materials are arranged
according to the Dewey Decimal Classification
System (DDCS) from General Works 000 – 999.
Books are arranged from Other materials are
stored in the Vertical File Cabinet arranged in
alphabetical order. The library is adopting an open
shelf system except for Serials Section.
Books are arranged from left to right following the
Call No.

The CARD CATALOG is a directory of all the books in the
library. It is the quickest and best way to locate book materials in a
given subject. The ULRC Library is adopting a Union Type of
Arrangement where the Author, Title and Subject Cards are filed as
one, following strict alphabetical order from A-Z.
AUTHOR CARDAUTHOR CARD – is filed according to the first letter of
author’s name.
TITLETITLE CARD – lists the title of the book. The main entry
is the title of the book.
SUBJECTSUBJECT CARD – a card, which the first entry is the
Subject of the book written in capital
letters.

The CATALOG CARD gives several items of information.
The number on the left side is the CALL NUMBER. A CALL
NUMBER states how the book is classified according to the
Dewey Decimal Classification System and indicates the
location symbol, where the book is being placed in the library.
Same Call Number is reflected at the spine of the book.
The card contains the bibliographic entry of the book such
as the author or editor, complete title of the book, place of
publication, publisher, copyright date, auxiliary information and
tracing which includes the subject of the book.
Catalog Cards are arranged in alphabetical order
from A-Z. Articles A, An, and The are excluded in the
arrangement.

THE PERIODICAL INDEXTHE PERIODICAL INDEX
The Periodical Index is a separate cabinet placed near the
Serial Section. It is a directory of all journals, magazines,
theses both graduate and undergraduate. Same with the
Card Catalog, it is made up of 3x5 cards, and arranged in
straight alphabetical order from A to Z according to the
subject of the article.
The example shows the information given by a typical index
card.

A. RESERVE and REFERENCEBOOKBORROWING
PROCEDURE
1. Validated Library Card must be presented upon request of the
book/s for inside use. Sign or fill-up completely the necessary
information asked in the book card.
2. The librarian must properly process Book/s borrowed for photocopy.
3. Librarians must always check the pages of the book upon charging
and discharging.
4. Only books with multiple copies are entitled to be loaned out by the
faculty.

E. FILIPINIANAE. FILIPINIANA
MATERIALS BORROWINGMATERIALS BORROWING
PROCEDUREPROCEDURE1. Validated Library Card must be presented every time a student will
borrow materials from the Filipiniana Section.
2. Filipiniana Books are strictly for inside use only. Faculty may
borrow a maximum of 5 titles to be used for the whole semester.
3. Students may request for photocopy at the Photocopying Section
of the library with permission from the Filipiniana Librarian.
4. CHED-HEDF-PASUC Books can be borrowed for 3 days.
Borrowing must be properly processed by the Librarian on duty.
5. Maps/Globes an other Filipiniana/General Reference Materials can
be borrowed for classroom purposes only with permission from the
teacher in-charge.
