The Locus Charter is an international set of principles and guidance for the ethical use of location data. It aims to help practitioners better understand location data ethics and provide real-world tools to address risks and opportunities. The charter is being developed through a series of workshops with input from governments, organizations, and practitioners worldwide. It covers principles like location truth and privacy, as well as a location data lifecycle framework. The goal is to launch the charter in October 2020 after finalizing language and public review.

Why? • Ethical location can be hard to understand • Most practioners want to do the right thing • Not enough practical guidance on how • Lots of guides about data generally but none focused on location • Public concern about tracing apps, geofencing in law enforcement, privacy • Need for a better language to communicate what we are doing with location data
- 7. Locus Charter (& framework) The Locus Charter is an international set of principles and guidance for the ethical and responsible practice in using location data. Our Vision • A world where location data is utilized for the betterment of the world and all species that live in it. Who we are • An international collaboration of governments, organisations and individual practitioners seeking to ensure the ethical use of location data throughout the world. Audience • The Charter is aimed at practitioners using location data and as well as policy and decision makers responsible for activities that create, collect, analyse and store location data.

In development • Principles – location truth, precision vs privacy, location evidence for good decisions • Values – transparency, communication, trust • Unintended harms & consequences • Related guidance and frameworks e.g. ODI Data Ethics Canvas, Charter of Trust (Cyber), UN Privacy framework for Big Data and AI, etc) • Regional & National related legislation e.g. GDPR
