This document discusses the development of a framework and toolkit to measure the outcomes and impact of libraries on reading for pleasure. It introduces the Reading Agency, which developed an online outcomes framework mapping the benefits of reading for pleasure across health, intellectual, personal and social domains. It outlines a five stage development process including a literature review, framework draft, consultation, revision and toolkit creation. The toolkit provides tools to evaluate programs using the framework. Improvements include reviewing engagement measures, piloting the toolkit in various settings, and ongoing consultation. The goal is to consistently measure reading impact and make the case for support.
