This document provides a model plan for secondary reading intervention programs in Minnesota schools. It was developed by the Quality Teaching Network: Reading in response to requests from Minnesota schools for guidance in developing reading programs for students in grades 6-12. The plan includes definitions of key reading skills, a three-step scope and sequence for intervention instruction in word recognition, vocabulary, and comprehension. It also provides guidance on identifying students for intervention, assessing their progress, and scheduling instructional time. The goal is to help schools construct research-based adolescent literacy programs that meet state standards and address the significant reading needs of secondary students.
