The National Curriculum Framework was drafted by a committee led by Dr. Yashpal and supported by 21 focus groups. It aimed to address issues like the inflexibility of the school system, isolated learning disconnected from students' lives, and an overemphasis on students' futures over their present. The framework suggested making learning more interactive, reducing textbook reliance, and incorporating new subjects like art, health, and environmental education.

National Steering Committee set up under the chairmanship of Dr.yashpal NSC comprised 35 members including scholars, principals and teachers, NGO representatives and NCERT faculty NSC supported by 21 National Focus Groups to prepare well researched Position Papers NPE (1986),& POA(1992) given a role to NCERT to prepare and pramote NCF2005

The school system is characterized by an inflexibility that makes it resistant to change; Learning has become an isolated activity, which does not encourage children to link knowledge with their lives in any organic or vital way; The “future” of the child has taken centre stage to the near exclusion of the child’s “present” , which is detrimental to the well-being of the child as well as the society & the nation.

Need therefore to move away from the ‘Herbartian’ lesson plan to preparing plans and activities that challenge children to think and try out what they are learning.
