Dynamic Systems Maturity Theory (DSMT) is a scientific means for understanding and improving Organisation
Systems. How they function? Why they perform at a specific level? The Nature of their Culture and the
Learning & Development Process.
The Organisation Capability Maturity Framework (OrgCMF™) is the Body of Knowledge, Reference Model,
Techniques & Tools that enable Organisations apply DSMT to improve their functioning level (Learning or
Maturity Level) in line with their aims and ambitions and to improve the success potential for any changes or
transformation.
Maturity Level = Functioning Level = Learning Level (interchangeable-terminology)
Functioning Level reflects the nature of the assessed practices & outcomes measured (Performance)
Learning Level reflects the ability to take onboard new or changed concepts, ideas, knowledge or skills and
apply them to achieving aims and improvements.
DSMT identified 15 distinct scientific levels of Maturity (Functioning/Learning) and allows for grouping into 7

(M1) Model: - A specific representation of the structure of the system under consideration. In this case an
Organisation (OMI)
(M2) Dynamics: - A logical grouping or classification of the forces that influence a system or subsystems within
an Organisation.
(M3) Constructs: - The Capability Building Blocks which underpin a Dynamic and act as a force in their own
right which can influence the behaviour of an organisation system or sub-system.
The maturity level of each can be assessed (measured) or derived from lower levels (M1, M2, M3) and each

Assessment Tiers (Levels)
Level 1 – Sensor: Rapid Health Check, or Signalling Assessment. Usually 1 Question at Organisation Level
(Need)
Level 2 – Triage: Executive, Quick Fix & Prioritisation Assessment, Usually High-Level Questions on the
Domains/Dynamics of concern (Directional-Action)
Level 3 – Diagnostic: Root cause, analytical Assessment, more detailed questions around organisation building
blocks or Constructs (Improvement/Implementation Action)
Level 4 – Deep Diagnostic: Specialist Guidance and deep analysis, more detailed, professional driven, used in
