                                         Parent Right To Know
          Westfall Elementary School is a school-wide title school meaning we receive federal dollars due
          to our percentage of economically disadvantaged students identified through free and reduced
          meal recipients. The title monies are to provide intervention, information and support services to
          students and families in our school throughout the year.

          As part of the federal requirements of the No Child Left Behind (NCLB) Act, we are notifying
          you that all students at WES are taught core subject areas by teacher s and paraprofessionals that
          are ‘highly qualified.’ In order to be Highly Qualified in the state of Ohio, a teacher /substitute
          must meet three requirements:
          1. Have at least a bachelor’s degree, and
          2. Have full state certification or licensure, and
          3. One of the following:
          - Have successfully completed a State Licensing Exam
          - Have a Master’s Degree in Education (K -6) or Master’s Degree in a content area (7 -12)
          - Hold an eight -year Professional or Permanent Certificate
          - Have National Board Certification
          - Have completed 90 clock hours of professional development in appropriate content knowledge.

          You have the right to know about the teaching qualifications of your child’s class room teacher in
          a school receiving Tit le I funds. The federal NCLB Act requires that any local school district
          receiving Title funds must notify parents that they may ask about the professional qualifications
          of their child’s classroom teacher.

          These qualifications include:
          1. Whether the teacher has met the Ohio teacher licensing criteria for the grade level and subject
          areas in which the teacher provides your child instruction.
          2. Whether the teacher is teaching under emergency or temporary status that waives state
          licensing requirements.
          3. The undergraduate degree major of the teacher and any other graduate degree or certification
          (such as national Board Certification or Master Teacher Status) held by the teacher and the field
          of discipline of certification or degree.
          4. Whether your child is provided services by instructional paraprofessionals and, if so, their
          qualifications.

Federal Funding for 2010-2011: Westfall Local School District will receive federal funding
through the following student programs for the 2010-2011 school year:
Title I: Schoolwide Assistance
Title II-A Improving Teacher Quality
Title II-D Technology
Title VI-B Special Education
VI-B ECSE Early Childhood Special Education

The Consolidated Application for this school year is prepared and submitted electronically to the
Ohio Department of Education. Any individual interested in reviewing the application may
contact Westfall District Office at 740-986-3671 to schedule a review appointment.

CHILD FIND: Westfall School District’s Child find Policy requires that all children below
twenty-two (22) years of age residing within the district, who have a disability regardless of the
severity of the disability, and who are in need of special education and related services are
located, identified and evaluated in accordance with all federal regulations and state standards.
For children birth through age two, a disability means that a child have a behavior, cognition,
communication, physical development, sensory development and/or social or emotional
development deficit.
For children age three through five years of age, a disability means that a child has a documented
deficit in one or more of the following areas: communication skills, hearing abilities, motor
functioning, social emotional/behavior functioning or vision abilities.
For school-age children, a disability means a person having one or more conditions such as
autism, developmental handicap, hearing handicap, multi-handicap, orthopedically and/or other
health handicaps, emotional/behavior handicap, specific learning disability, traumatic brain injury
or vision handicap.
