This white paper discusses how the PRINCE2 project management method supports US Federal government project managers in delivering IT investments while satisfying the requirements of the Clinger-Cohen Act and Capital Planning and Investment Control (CPIC). It provides an overview of the Clinger-Cohen Act, which requires agencies to improve management and oversight of IT investments using CPIC. CPIC defines a three-phase cycle of selecting, controlling, and evaluating investments but does not define a project management approach. The paper argues that PRINCE2 is well-suited to help project managers meet CPIC requirements because it is principles-based, defines roles and responsibilities, and manages projects using a stage-gate approach with regular reviews of the business
