Managers must estimate both the calendar time and staff required to complete a project. Calendar time can be estimated using the COCOMO 2 formula, which predicts the nominal schedule independently of staffing levels. The number of staff required cannot be calculated by simply dividing time by schedule, as staffing needs vary by project phase, and adding too many people can sometimes lead to schedule delays.
