INTRODUCTION
Vwould ietnam Internet Network Information Center (VNNIC) like to introduce the “Report on Vietnam Internet
Resources 2014” to the readers. This annual report
provides data, information and analysis on the growth,
development and characteristics of Internet resources in
Vietnam.
In the past few years, the rapid growth of the Internet in Vietnam
has resulted from the harmonized development in many aspects
and many öelds including Internet resources (domain names, IP
addresses, autonomous system numbers), which is the basic
parameters for Internet service activities.
The data and analysis of the management, development, and
habits of registering and using Internet resources, which reøects
the Internet activites as well as the growth of the Internet
economy of Vietnam in terms of developing Internet resources,
will be found in this report.

Vietnam Internet Network Information Center (VNNIC) is an affiliation to the Ministry of Information
and Communications (MIC), founded on 28th April 2000, and carries out the functions of managing,
allocating, supervising and promoting the use of Internet resources, such as “.vn” domain name,
address (IP), Autonomous System Number (ASN); managing and operating the Vietnam Internet
Exchange (VNIX) and the national DNS system; providing Internet-related guidance, statistics on
Internet; and joining international activities on Internet.
With the results of the growth and development of Internet resources, information activities and user
guidance, VNNIC has been playing an important role in the promotion and development of Internet
in Vietnam as well as the integration of Vietnam into the global Internet.

The Prime Minister signed Decision No. 38/2014/QD-TTg to promulgate the
regulation on the auction and transfer of the right to use in telecommunication
number storage and Internet domain names

effect from 1st September 2014.
By allowing the auction and transfer of the
right to use in telecommunication number
storage and Internet domain name, this
D e c i s i o n w a s c o n s i d e r e d t o b e a
breakthrough for the market of “.vn” domain
names, forcing the development of “.vn”
registration.
Besides allowing the auction and trade of “.vn” domain name, this Decision also prohibits the trade of
protected domains, including the names of the Party and Government authorities, political and
social organizations, and other domains related to the beneöts, security of national sovereignty;
domain names in violation of regulations, under dispute settlement process or suspension.

Vietnamese international domain name (IDN .VN) reaches 1 million
registration
On 25th August 2014, at the office of the Ministry
of Information and Communications – 18 Nguyen
Du, Hanoi, Vietnam Internet Network Information
Center (VNNIC) organized the event “Celebration
of the 1 million Vietnamese international domain
names”. This milestone brought Vietnam to
become the country with the largest number of
IDNs, which reøected the potential development
of Vietnamese international domain name in the
market, as well as preserving national cultural
identity, a new stage of development of the
Internet of Vietnam.
1 million Vietnamese IDN milestone also marked the integration of Vietnam into the global Internet,
together with preserving Vietnamese culture and content in the Internet.
VNNIC launches domain name management system in accordance with
international EPP standard
On 11th October 2014, VNNIC officially
re p l a ce d t h e c u r re n t d o m a i n n a m e
management system (DMS) with the Shared
Registry System (SRS), using EPP (Extensible
Provisioning Protocol). The transition to the
new management system with advanced
technologies will improve the management
capacity and promote “.vn” domain name in
both domestic and oversea markets. This
new system helps VNNIC and “.vn” registrars,
both domestic and foreign, to minimize
manual management operations and
signiöcantly shortens the time to process requirements from registrants. This new system is really
important as enhancing the competitiveness of the “.vn” domain name and promoting the “.vn”
domain name in the future.
The National IPv6 Action Plan amended
On 20th October 2014, the Minister of Information and
Communications signed Decision No. 1509/QD-BTTTT
on amending Decision No. 433/QD-BTTTT on 29th
March 2011 providing the National IPv6 Action Plan.
After 3 years of execution, the Action Plan has proved
to signiöcantly improve the public awareness of IPv6
deployment in Vietnam, with major achievements by
Vietnamese Internet service providers (ISPs). However,
there are still several drawbacks including the low IPv6
traffic and lack of IPv6 commercial services. To
overcome this situation, the Vietnam IPv6 Task Force
(VNIPv6TF) recognized the need to review and admend the national action plans on IPv6, by adding
tasks and contents for new participants of the IPv6 plan such as online newspaper, information
portals, social networks, “.vn” domain registrars, international domain name registrars in Vietnam,
software companies, and network equipment providers.

Protecting Vietnamese trademark and brand name with “.vn” ccTLD”
Conference 2014
On 28th March 2014, Vietnam Internet Network
Information Center (VNNIC) and the Department
of Information and Communications, Quang
Ninh province, co-hosted the third conference of
the series “Protecting Vietnamese trademark and
brand name with “.vn” ccTLD”. Participating in the
conference were leaders of the government
authorities of Quang Ninh province and about
200 representatives from local businesses and
associations.
To be continue with the success of the 2013
events, the conference in Quang Ninh was aimed at enhancing the public awareness of the business
on the protection of trademarks on the Internet; promoting marketing activities on the Internet with
“.vn” domain name; promoting the development of e-commerce and information technology
application in Quang Ninh province as well as nearby provinces; strengthening the management of
local government in Internet activities in general.
“IPv6 Showcase” Conference on Vietnam IPv6 Day 2014
On 06th May 2014 - the Vietnam IPv6 Day 2014,
at the JW Marriott Hotel, Hanoi, Vietnam
Internet Network Information Center (VNNIC) –
Standing Committee for Vietnam IPv6 Task
Force (VNIPv6TF) - hosted the Conference “IPv6
Showcase” with the endorsement of the
Ministry of Information and Communications
(MIC).
The conference attracted the participation of
approximately 300 representatives from MIC,
the VNIPv6TF, local authorities, policy makers,
the IT sector, equipment and service providers. Within the conference, important updates about IPv6
deployment were shared with all the attendees by experts from international organizations and
institutions.
VNNIC hosted the workshop on promoting and encouraging the deployment
of IPv6 in ASEAN ICT SMEs
On 19th March 2014, Vietnam Internet Network
I n f o r m a t i o n C e n t e r ( V N N I C ) h o s t e d a n
international workshop with the theme of
“Promoting IPv6 in ICT SMEs in the ASEAN region”.
The workshop was part of the project to promote
IPv6 deployment in small and medium ICT
enterprises (SMEs) in the ASEAN region. The
workshop was an opportunity to update the status
of IPv6 deployment in ASEAN countries, and to
discuss and make recommendations to guide
small and medium ICT enterprises in the process of
IPv6 deployment for the whole area. The workshop attracted the participation of experts from Asia
Paciöc Network Information Centre (APNIC), experts in the öeld of IPv6, representatives from ASEAN
countries and other units of Ministry of Information and Communications.
DNSSEC deployment project approved
On Oct 23rd 2014, the Minister of Information
and Communication signed the Decision No.
1524/QĐ-BTTTT to approve the project of
DNSSEC deployment for the “.vn” DNS.
Domain Name System Security Extensions
(DNSSEC) is a suite of IETF speciöcations for
securing certain kinds of information provided
by DNS with authentication and protection.
The deployment plan for DNSSEC by VNNIC
will include 3 phases: Phase 1: Preparation (2015), Phase 2: Implementation (2016) and Phase 3:
Accomplishment (2017). After completing the plan , the DNSSEC speciöcations will be implemented
widely on the “.vn” DNS, DNS of major ISPs “.vn” registrars, DNS Hosting providers and government
authorities.
It is expected that after the approval of MIC, the whole deployment plan for DNSSEC will soon be
executed and achive great results in bringing about the secure and reliable “.vn” DNS, as well as the
infrastructure and development of Internet in Vietnam.

VNNIC strengthens the relationship with professional organizations.
VNNIC – CC for TLD .RU: On the invitation of
Coordination Center for TLD .RU, VNNIC sent the
representative to participate in the 5th Russia
Internet Governance Forum (RIGF) and the 20th
anniversary of .RU ccTLD. On this occasion, the
representatives of the two organizations exchanged
information and discussed on the topics that both
were interested in such as: policy and experience on
Internet resource management, management and
promotion of ccTLD, IDN ccTLD; Internet statistics.
Based on the discussion, VNNIC and CC for TLD .RU
would expect to expand the cooperation activities
and improve the relationship in the near future.
VNNIC-JPNIC: At the end of 2013, at the
invitation of Japan Network Information
Center (JPNIC), the delegation of VNNIC
headed by Mr. Hoang Minh Cuong – General
Director of VNNIC, paid a working visit to
Japan. Within the working visit, a signing
c e r e m o n y o f t h e M e m o r a n d u m o f
Understanding (MoU) between VNNIC and
JPNIC was arranged with the attendance of
representatives of the two organizations.
Based on the MoU, in 2014, the two
organizations executed the detailed
cooperation plan with particular activities such as: working visit of the Vietnamese IPv6 Task Force to
attend the training course on the IPv6 Ready Logo Certiöcation Program at the Institute of Japanese
Telecommunications Equipment (JATE) at May 2014; attending and presenting at the Internet Week
of Japan, studying and working with JPNIC at November 2014. Those cooperations enhanced the
strong cooperation between VNNIC and JPNIC
VNNIC-APNIC: From 14th to 19th September 2014, the
delegation of VNNIC headed by Mr. Tran Minh Tan – Deputy
Director of VNNIC- attended the 38th meeting of Asia
Paciöc Network Information Center (APNIC) in Brisbane,
Australia. On this occasion, Mr. Tran Minh Tan and Mr. Paul
Wilson – General Manager of APNIC exchanged the NIR
agreement signed between VNNIC and APNIC, and
reaffirmed the commitment to the relationship of mutual
support between the two parties on the basis towards the
sustainable development of Internet resources in the Asia
Paciöc region. Besides, VNNIC and APNIC had a meeting to
discuss the issues of bilateral cooperation between the
two parties in the future.

In comparison with other ccTLDs in the region, “.vn” still kept a quite steady growth with an 1.1%
increase in both Aug and Sep 2014, while it can be seen from the below table that some other ccTLDs
witnessed a fall in the growth rate, or even negative development. Until Oct 2014, the overall growth
rate of “.vn” reached 9.4%, and was expected to reach 13% at the end of 2014. After the introduction of
new gTLDs into the market, the competition from those was signiöcantly intense, with such a 139.8%
growth rate from May to Aug 2014, while ccTLDs only rose by 1,7% (Domain Name Stat Report -
CENTR, Sep 2014).
Under the inøuence of the global economic crisis, since 2013, the growth rate of “.vn” new
registration has been lower than before. In 2014, the development of “.vn” witnessed both of the
hardship of economy and the competition of the new gTLDs. Under the circumstance, VNNIC and the
Registrars continued the promotional activities for “.vn” ccTLD, such as the series of conference with
the theme of “Protecting Vietnamese trademark and brandname with “.vn” ccTLD”, strengthening the
relationship with customers, and improving the service quality for customers. Consequently, “.vn”
has still reached some achievements during the downturn of the economy.

new registration of 2014 would be 104,489, rising about 4% more than that of 2013.

The statistics of “.vn” new registrations, withdrawals and renewals in the years of 2012, 2013 and 2014
showed that there was a steady rise in the number of new registrations and renewals, which reøects
the sustainable development and customer loyalty of the “.vn” domain.

There was a slight increase in the number of “.vn” withdrawals in 2014, when the cumulative number
of domains registered in the system goes up. Therefore, the ratios between the new registrations,
withdrawals and renewals will be taken into consideration, in order to estimate the development
and persistence of the Vietnam ccTLD as follows:

As it can be seen from the ögure above, during the period from 2010 to 2014, the peak development
of “.vn” domain occurred in 2011, with the lowest ratio of withdrawals/new registrations in 5 years. In
2013 and 2014, this ratio climbed to nearly 67%, which proved the saturation of the domain market.
On the other hand, the Withdrawals/Renewals ratio has not much changed over the period, reaching
43.7% in 2014, as a result of the effort of VNNIC and registrars to compensate for the difficulties in
developing new registrations. Customer loyalty and steady growth are considered as two important
strengths of ccTLDs, in comparison with gTLDs. During recent years, “.vn” domain names have been
maintaining those two characteristics.

Mat Bao, FPT, PA Vietnam have been remaining the top 3 registrars of “.vn” during the period from
2012 to 2014. The other newly accredited registrars including iNET, GMO Runsystem, Nhan Hoa had
considerable achievements in developing new registrations. There are not much changes among
the market share, new registrations, withdrawals and renewals over the time. Almost all registrars
keep the similar growth rate compared to 2013.

2.6 The correlation between the growth of “.vn” ccTLD and gTLDs in Vietnam.
According to the statistics on website www.webhosting.info, by Oct 2014, there were 213.652 gTLDs
registered by Vietnamese registrants. In Vietnam, during the örst years of Internet activities, gTLDs
had a substantial development with higher number of domain registrations than “.vn”. Ever since
2010, the number of “.vn” registrations has become larger.

In comparison to “.vn” domain in 2014, gTLDs had the higher number of new registrations, but also
higher number of withdrawals, which resulted in the lower net growth. This proved the steady
development of “.vn” domain over the years.

Regarding the registrants of “.vn” domain name, there was a fall in the share of organizational
registrants (58.29% of 2014 in comparison with 60,3% of 2013 and 63,15% of 2012), and a rise in the
share of individual registrants (41.71% of 2014 in comparison with 39,7% of 2013 and 36,85% of
2012).

According to the business sector of registrants, the majority of “.vn” domain names were registered by
commercial entities such as companies, corporations, groups (47.94%). The önancial sector
accounted for 0.59%. Educational institutions and schools made up 3.07%. Government authorities
accounted for 1.66%.

Regarding the aspect of using domain names in e-commerce, the results of a survey made by
Vietnam E-Commerce Association (VECOM) showed that about 70% of the enterprises in Vietnam
used “.vn” domain for their business and promotion, 27% used “.com”.

The survey also presented that the percentages of enterprises using “.vn” websites among the
business categories were rather high, especially in the categories of önance, estate, mining, power,
entertainment and IT & telecommunications.

of the total “.vn” registrations. 57.13% of the domains were the third level under “.edu.vn”, with about
77.87% having websites. “.Edu.vn” was one of the extension with highest level of having websites
among “.vn” domain names.

The average length of “.vn” domain name is 9.712 characters, shorter than the average length of .com
is 11.5, .net (10.24), .org (11.41) which were calculated based on the queries to the national DNS
maintained by VNNIC.
The number of domain names with average length of 4-10 characters dominates the “.vn” name
space (55.75% of the total 291,103 names). In the name space, there are 536 domains with all
numbers. The 10 longest domain names had 38-47 characters with proper meaning.

1. VIETNAMESE INTERNATIONALIZED DOMAIN NAME
(IDN .VN) GROWTH
IDN.VN development progress was associated with VNNIC research project on the application of
Vietnamese language in domain name system in order to promote the Vietnamese language on the
Internet. IDN.VN did not really attract users in its initial period. From the official launch in March 2007
to the end of December 2010, only 3,532 IDN.VN domain name was registered.
The free of charge registration period starting from Apr 28th 2011 marked a booming registration
period. Within 04 months from Apr 28th 2011 to Aug 2011, the number of registered IDN.VN domain
names reached 360,357 which doubled the amount of ASCII “.vn” ccTLDs registered in the previous 11
years. By Sep 2014, there were 1,015,701 IDN.VN registered in the system. According to the World
Report on Internationalised Domain Names 2014 published by EURid, this milestone of 1 million
IDN.VN marked the örst ranking position of Vietnam with the largest number of IDN registrations,
reøecting the interest and anticipation of the public, as well as the potential development of IDN.VN.

“.com” domain names dominated the number of queries with about 80.45%, followed by “.net”, “.org”,
“.info”, “.biz”. In 2014, new gTLDs like “.xyz”, “.berlin”…were officially introduced to the domain market
and widely promoted to users. However, the percentage of queries of those gTLDs in Vietnam was
unnoticeable.

2.1 Service usage of international domain name
2.1.1 Web Hosting
For all international domain name queried to the domain name system servers managed by VNNIC,
69.28 % domain names had active websites. Among those domains, 4.67% had Web Hosting in
Vietnam and 95.33% had Web Hosting overseas.
Comparatively, “.vn” domain names (70.9% having active websites, with 82.95% domestic IP Web
hosting and 17.05% overseas IP Web Hosting) had the higher rate of using foreign providers for
services than the rate of using domestic providers for services of international domain.

In the early stages of the Internet in Vietnam, the Department General of Post and
Telecommunications (DGPT), the predecessor of Ministry of Information and Communications, was
the government authority in charge of the management and operation of Internet number
delegations and registrations in Vietnam. At that time, Vietnam Posts and Telecommunications
Group (VNPT) was authorized by DGPT to apply the Internet resource request to APNIC and
redelegate to other Vietnamese ISPs. After VNNIC was established on April 28th, 2000, VNNIC took
over the function of managing Internet number resources and ASN in Vietnam.
On July 31st, 2003, VNNIC was recognized by APNIC as the National Internet Registry (NIR) of Vietnam.
NIR, as a special member of APNIC, performes Internet number delegations and registrations in line
with APNIC policy, to serve its respective Internet communities in the country.
During its history, VNNIC has strengthened the NIR role with the functions of managing, allocating,
supervising and promoting the use of Internet numbers in Vietnam, and always served for the
interest of the community in Vietnam, which was reøected by the increasing number of addresses
and VNNIC members all the time.

Since VNNIC was established and later became a NIR of Vietnam, the number of IPv4 addresses in
Vietnam grew signiöcantly, especially from 2006 to 2010. At the moment VNNIC took over the
management of Internet number from VNPT, number of IPv4 addresses was 16.896 addresses. Then,
the number of IPv4 addresses reached 1 million addresses in 2007, 10 million addresses in 2010 and
approximately 15.5 million addresses when APNIC announced its IPv4 exhaustion in 2011.
1.2 Vietnam's rank of the number of IPv4 addresses in the Asia Region and
in the world
By October 2014, the number of IPv4 addresses in Vietnam was 15.627.008. Vietnam continued to
rank the second in the ASEAN, the 8th in Asia and the 26th in the world in terms of IPv4 addresses.

The number of VNNIC members increased signiöcantly, especially from 2008 to now, approximately
24 new members per year. In the örst 10 months of 2014, there were 31 new IP members. The total
number of VNNIC IP members reached 186, which showed the high demand for IP addresses despite
the IPv4 exhaustion.

The demand of Internet number resources increased signiöcantly as the Internet expanded. There
were more and more organizations with independent networks. In 2014, on the same trend as the
previous years, ICT Enterprises members only accounted for 41% of the total number of VNNIC
members, but had about 98% of IPv4 addreses in Vietnam.
2. AUTONOMOUS SYSTEM NUMBER (ASN)
In July, 2014, VNNIC was delegated 40 two-byte ASNs by APNIC. The number of ASNs allocated to
Vietnam were 266, including 156 two-byte and 110 four-byte ASNs.
As of October, 2014, VNNIC allocated 22 four-byte ASNs and 1 two-byte ASN to its member.The total
number of ASNs VNNIC allocated to members reached 181, including 83 4-byte ASNs.

In 2004, the örst IPv6 block was allocated by APNIC to Vietnam. There was an explosive increase in the

Directive No.03/2008/CT-BTTTT on IPv6 deployment and promotion in Vietnam on May 6th, 2008.
Number of IPv6 addresses grew stably to reach 20 /32 blocks and 24 /48 blocks as of October, 2014.
Almost all major ISPs in Vietnam were allocated IPv6 addresses.
3.4 IPv6 penetration in Vietnam in 2014
In order to measure IPv6 deployment and readiness, there are some basic data, including: IPv6 Preöx
in BGP, IPv6 ASN in BGP… and one of the most important data is IPv6 users.

There were positive evidences of the IPv6 deployment in Vietnam via the data of IPv6 preöx and IPv6
ASN in BGP. However, there was not much change about the data of IPv6 users in Vietnam over the
years.
According to Google statistics, the percentage of users that access Google over IPv6 was
approximately 5%. However, for Vietnam, this percentage was unnoticable. According to APNIC Lab
statistics, the percentage of IPv6 penetration in Vietnam is about 0.07% during 10 months of 2014,
while Japan got (7%), Malaysia (5%), China (2%) and Thailand (0.5%) on October, 2014. Although
most Vietnamese ISPs were IPv6-ready in their core networks, IPv6 is not available at access network
level. It is important for Vietnam to deploy IPv6, especially promote IPv6 readiness for end users in the
future.

The “.vn” DNS includes 07 clusters (05 domestic and 02 oversea) with more than 70 sites all over the
world, supporting the latest technologies such as Anycast load balancing, IPv6.
“.vn” domain name queries from users all over the world can be served very fast through the nearest
DNS server in the system. VNNIC deployed a domestic IPv6 DNS cluster, together with 02 IPv6
oversea clusters, so that Internet users can query “.vn” safely, stably and fast on both IPv4 and IPv6
networks. Furthermore, 02 caching DNS server was implemented to support the Internet access and
quality of “.vn” and gTLD services.

1. DNSSEC DEPLOYMENT MASTER PLAN FOR ".VN" DNS
IN VIETNAM
On Oct 23rd 2014, the Minister of Information and Communications signed the Decision
No.1524/QD-BTTTT to approve the project of DNSSEC deployment for the “.vn” DNS.
The deployment plan for DNSSEC includes 3 phases:
Ÿ Phase 1: Preparation (2015): Develop a plan and prepare the necessary conditions for
communications, human resources, technical and önancial resources to deploy DNSSEC
standards for DNS server at the governmental agencies, organizations and businesses.
Ÿ Phase 2: Implementation (2016): Officially implementing DNSSEC speciöcations on the ".vn" DNS
in Vietnam; upgrading DNS of ISPs, “.vn” registrars, governmental agencies to test connection to
the DNS in Vietnam with DNSSEC.
Ÿ Phase 3: Accomplishment (2017): Complete and upgrade the ".vn" DNS in Vietnam and “.vn”
management system with DNSSEC standards to meet the needs of Internet development in
Vietnam; ISPs, “.vn” registrars, governmental agencies officially implement DNS system with
DNSSEC, providing “.vn” query services with DNSSEC speciöcations for Internet users in Vietnam.

Internet Exchange Point (IX) is a physical infrastructure
through which independent networks exchange
Internet traffic, and plays a crucial role for the
development of Internet.
In the early 2000s, the Internet in Vietnam was limited,
with high cost and low traffic, low international
bandwidth and insufficient direct connections among
domestic ISPs. Vietnam National Internet Exchange
(VNIX) was established in Nov 2003 to develop,
enhance and improve the quality of Internet in
Vietnam.
Throughout the development, VNIX has been
contributing greatly to the growth of Internet in
Vietnam, by suppor ting domestic ISPs with
multilateral and bilateral connections, reducing cost
and operation fees for service providers.
On 15th July 2013, the Prime Minister promulgated
the Decree No. 72/2013/ND-CP on management,
provision and use of Internet services and Internet
information, in which VNIX was conörmed with
missions of supporting domestic ISPs in providing
Internet services; giving convenience for ISPs to
participate in interconnection agreements, especially
in multilateral agreements and connections to
international IXs.

VNIX is deployed at 03 major sites in
Hanoi, Danang, and Hochiminh City.
There was 41% of total bandwidth via
Hanoi IX, 55% via Hochiminh IX and 4%
via Danang IX.

2. VNIX MEMBERS
There are 17 members (ISPs) connecting to VNIX points in Hanoi, Danang and Hochiminh city with
minimum 1Gbps connection. There are quite many members with 10Gbps ports, for example: VDC -
31 Gbps (three 10Gbps ports and one 1Gbps port), Viettel - 32 Gbps (three 10Gbps ports and two
1Gbps ports).

3.3 VNIX traffic
As of October, 2014, ISPs have connected and exchanged 252,050 TB (Terabyte) via VNIX. In 2014, the
weekly average traffic volume was 1,400,000 GB (Gigabyte). Traffic exchanged over VNIX in 2014
increased more than 3.5 times higher than in 2013.

In April, 2013, VNIX cooperated with ISPs to connected and exchanged IPv6 traffic through VNIX.
From that time on, the IPv4/IPv6 dual stack started to be applied on Vietnam's Internet, after
major ISPs were ready for the services and equipment on IPv6 basis.

Since 2008, VNIX has been supporting high-speed Internet
connectivity line (10Bbps). ISPs also started to adopt this high
connection technology in order to meet the demand for VNIX

4. Routing on VNIX
VNIX supports routing activities and traffic exchanges among Internet service providers in Vietnam.
Other organizations with independent networks also can connect to VNIX. The number of /24 IPv4
blocks and /64 IPv6 blocks announced via VNIX of a member depends on their number of addresses
