This document discusses challenges and methods for researching elites and governance institutions. It notes that elite interviews require spending time on site, asking non-threatening context-specific questions, and that elites wield influence over political decisions through organizational resources and activities. The relationship between researcher and elite interviewee is inherently asymmetrical, requiring negotiation of power dynamics. Effective research also entails understanding informal "rules-in-use" and coping with changing realities in the field.
