Our Understanding on Skill Development
• India is one of the few countries in the world where the working age population will
be far in excess of those dependent on them and, this will continue for at least
three decades.
• This has increasingly been recognized as a potential source of significant strength
for the national economy, provided we are able to equip and continuously upgrade
the skills of the population in the working age group.
• Skill building can be viewed as an instrument to improve the effectiveness and
contribution of the youths in the overall economic development of the country.
• The primary purpose of a multi-level skill training and certification system is to allow
those youths to rise who have that level of potential but are deprived to get
involved in the mainstream opportunities of livelihood security through
employment.
• Quality of training is to be ensured by the maturity of the experienced trainer and
the training team.
• Potential for employment, job creation and growth of skilled youths and incomes is
major concern which can be achieved by placement linked skill development
programme to the youths.
Need of Skilling the Inmates
• Objectives of the training programmes is to ensure rehabilitation and re-entry into the
society of people who are imprisoned.
• The skill development programme will make the prisoners skilled enough to start and earn a
living of their own once they are out of jail.
• The sectors in which training to inmates shall be provided are BPO, retail sales, computer
hardware, chef, beauty, wellness, telcom etc. This will help them get employment.
• Not only will the inmates get a certificate and job offer after the training, but they would also
be eligible for a loan facility under Pradhan Mantri Mudra Bank Yojna. This will help them set
up their own business.
• The programme will be benefical for inmates who have wary of working in the outside world
after spending a long time in jail and prefer to be self-employed on their release.
• The programme shall also include convicted inmates who can be provided training in courses
of vermiculture and vermicomposting, nursery management, electrical house wiring and
jewellery making inside the jail campus.
