  • #2: Magandang hapon po sa ating lahat na dumadalo sa Talakayan ng Small Enterprise Technology Upgrading Program or SETUP ng DOST. (Pagbati …… if needed) Higit na sa isang dekada ang ginawang pakikilakbay ng DOST kasama ang ating mga Micro, Smalll and Medium Enterprises o MSMEs, upang iangat ang industriya sa mga siyudad at mga kanayunan. Madami ng pagbabago at pagpapalakas ang ginawa sa programa upang lalong iukit ang tunay na anyo ng kaunlaran. Kung kayat sa pamamagitan ng maikling sandali ng pagbabahagi namin sa inyo sa hapong ito, samahan po ninyo kaming balikan ng tanaw ang mga Best Practices and Experiences (CLICK) na isiginawa ng Programa at ng 16 na Regional Offices para gabayan ang landas ng ating mga entreprenyur (CLICK) upang maging SMARTER MSMEs, ang tunay na pag-asa sa paghubog ng maunlad na pamayanan at kanayunan na tutugon sa kaunlarang may kapakinabangan para sa lahat.

Nagbibigay ang SETUP ng tulong tulad ng mga sumusunod: technical assistance, training, appropriate technology, testing services, consultantancy, packaging and label design at mga kaalaman sa standards. Ang mga binanggit na aktibidades sa loob ng stratehiyang SETUP (CLICK) ay may layuning makayanan ng ating mga MSMEs na makipagsabayan sa kalakalang lokal at pandaigdigan, (CLICK) na ang kaakibat ay ang pagunlad kasama ang mga negosyong nasa pamayanan at kanayunan, na nagbibigay ng trabaho at kita, mga daloy ng tunay na kaunlaran kung saan ang lahat ay nabibiyayaan.
  • #4: Sa pagpapalaganap ng serbisyo ng SETUP (CLICK) sa buong kapuluan, at pagbibigay tuon sa sector ng pagkain, furniture, asero o metal, agrikultura, aquatic and marine at mga gamit bahay/regalo man o palamuti ay mapapansin na ang dami ng mga MSMEs na nabigyan ng mga teknikal na tulong sa mga nagdaang taon (CLICK) Mahigit sa 16,000 MSMEs ang nabigyan ng technology intervention services, tulad ng technology acquisition, upgrading ng mga facilities, produkto at proceso. Sobra sa 53,000 entrepreneurs ang naserbisyuhan ng mga calibration and testing services ng lahat ng mga regional offices kung saan ang mga laboratoryo ay ISO accredited. Ang mga direktang nabigyan ng trabaho ay kulangkulang 44,000 na, hindi pa kasama dito ang mga nabiyayaan dahil sila ang mga supplier ng materyales o namimili o ngangalakal ng kanilang mga produkto.
  • #5: Sa pagtugon sa hamon ng makabagong panahon, ang SETUP ay iniakma upang lalo pang palakasin ang gawaing SMARTER ng mga MSMEs, sa tulong na patuloy na akmang Innobasyon at precised interventions ng sa gayon ay lalong tumaas ang antas ng kanilang profitability, productivity at competitiveness. Ang pag-akay upang tayo ay magkaroon ng Smarter MSMEs ay magaganap kaakibat ng pagpapalakas sa programa ng SETUP (CLICK ). Sa pamamagitan ng mga masusing pag-aaral kung paano pa lalong mapagiibayo ang pamamahala ng programa, kung paano isasakatuparan ang mabilis at epektibong pagbibigay ng serbisyo at kung paano magbabalangkas ang mga pampatibay sa supporta ng ibat-ibang ahensya at sektor / ay nabuo ang mga Best Practices hubog sa mga mabubuting karanasan sa implementasyon ng SETUP.
  • #6: (Click) Binalangkas at isinakatuparan ang mga policies tulad ng angkop ng kailangang intervention sa pamamagitan ng Technology Needs Assessment, pagduduktong ng supply ng materiales sa kanayunan sa tulong ng Industry Clustering, pagtatlaga ng External RTEC evaluators. At pagpapaikli ng processing time na dati ay halos isang taon na ngayon ay isang buwan na lang. (Click) Nandyan din ang pagbibigay kapangyarihan sa mga Rehiyon upang mag-approve ng projects sa kanilang level at mga financial management systems na nagpabilis ng transaksyon. (CLICK) Pinag-ibayo din ang pagsubaybay at pag kilatis sa pagsasakatuparan ng mga plano . (CLICK) Pamamahala ng mga datos at impormasyon upang mapadaloy at mapakalat ng lalong mabilis ang mga kaalaman.
  • #7: (CLICK) Pinalakas din ang partnership sa mga ibat-ibang ahensya sa loob ng DOST na tumutulong sa teknikal na pangngailangan ng mga MSMEs na sadyang pina-abot sa kasuluksulakan at liblib na kanayunan sa buong Pilipinas. (CLICK) Ang pakikipagugnayan sa mga Consortia, Media at maging mga konsultants mula sa ibang sektor ay lalong pinatibay. Katulong ang mga aktibidades ng roadshows at pamamahayag. (CLICK) Maging ang mga colaborasyon at convergence sa ibat-ibang programa ng ahensya ng gobyerno at pribadong sektor ay itinatag na. Bumuo na rin ang lahat ng region ng Teams tulad ng FOOD SAFETY, Energy Audit at Cleaner Production
  • #8: Dahil hangad ng SETUP ang tunay na katiwasayan ng mga MSMEs (CLICK) ay inaalagaan nitong mabuti ang mga baguhan at maliliit na entrepeneur upang makapagsimula at makakuha ng sapat na tulong sa programa ng SETUP. Kabilang dito ang training, bootcamps, benchmarking forums at preparatin ng project proposals. (CLICK) Pinalawak at pinagbugkos ang pagbibigay ng ibatibang consultancy services at technical services upang tukoy at tiyak ang pagbigay ng tulong teknikal. (CLICK) Pati ang pakikipagugnay sa iba pang financial institutions at maging pamilihan ay itinutok bilang suporta sa kumpleto at tapat na serbisyo ng SETUP
  • #9: Sa pamamagitan ng Best Pratices na nabanggit, nagiging malinaw ang pormula (CLICK) ng tunay na pagpapalakas ng ating mga entrepreneur, tungo sa pagiging (CLICK) Smarter MSMES na handa sa hamon ng tag-isan sa lokal at pandaigdigang pamilihan.
  • #10: Halimbawa nito ang tagumpay ng Montano Food Corp. na nagsimula sa isang produkto ng 10 hangang 20 cases /month na ngayon ay nakakapaggawa na ng 4000 cases per month na may 8 variant ng mga produktong Halal at HACCP compliant pa, na iniluluwas na sa labas ng bansa.
  • #11: Patunay na ang SETUP ay isang stratehiyang maasahang patuloy na magpapagulong ng drivers of countryside development at inclusive growth tungo sa TUNAY na Kaunlaran na nagbabahagi ng biyaya para sa lahat.
