• In the past and present: Narrow Band voice and
data services (TETRA)
• Now and forward: From the street level and up,
general scanning and video streaming
• License plate recognition and other megabit,
mission critical applications
• Low end-to-end latency/Mission Critical
communications in general
• Connectivity to vital data monitoring eHeath
equipment. Compliant to the GDPR legislation
• It will all require a dedicated and secure radio
platform, such as for instance the MONCA
Secure subsystem including IoT wearables and
fixed devices
Remotely Piloted Aircraft Systems (Remotely Piloted Aircraft Systems (Remotely Piloted Aircraft Systems (Remotely Piloted Aircraft Systems (RPAS or UAV)RPAS or UAV)RPAS or UAV)RPAS or UAV)

• CEPT has established a Group to define radio spectrum bands
for UAV.
• European Union (European Aviation Safety Agency (EASA))
has published a first draft of Commission implementing rules.

• Psychoacoustics measure noise in many other ways than dB(A):
• Transients (Fireworks, pneumatic machinery..)
• Loud Rock Music (the pounding bass-drum)
• The exposure over time (doze)
• In general, the focus is on the ”content” of the sound
• Annoyance factor example:
• A moped without the muffler passing your window is
perceived 10 times as annoying as a diesel city bus, but
• The dB(A) measure of the bus reads a much higher SPL

bands for the implementation of Broadband Public Protection and
Disaster Relief (BB-PPDR) systems” (All 48 CEPT Countries)
• ECC Report 218 ”Harmonised conditions and spectrum bands for
the implementation of future European Broadband Public
Protection and Disaster Relief (BB-PPDR) systems” (All 48 CEPT
Countries)
• EU 2016/687 Implementing Decision ”on the harmonisation of the
694-790 MHz frequency band for terrestrial systems capable of
providing wireless broadband electronic communications services
and for flexible national use in the Union”
700 MHz for the SAFE CITY700 MHz for the SAFE CITY700 MHz for the SAFE CITY700 MHz for the SAFE CITY
• There are 2x30 MHz available for Mobile Broadband in 700
MHz (MFCN) (no later than 2020)
• BB-PPDR need a minimum of 2 x 10 MHz to fulfil the
requirements of a SAFE CITY including also IoT devices for
safety in the MONICA context
• This spectrum MUST be kept by gov’s as a national assets to
safeguard citizens safety and security
• MONICA platform elements must comply with HEN’s (ETSI)
and harmonized spectrum to gain the benefits of a mass
market
• MONICA ideas and innovation is a general step towards a
safer world with safe and smart cities
