- 2. SPARC is a global organization empowering people to solve big problems and make new discoveries through the adoption of Open Access, Open Education and Open Data.
- 3. Our mission is to set the default to “open” for sharing information in the research and education environments.
- 4. Why do we need to do this?
- 5. Despite the promise of the Internet, the materials we most need the freedom to work with remain largely under restrictive access, pricing and reuse policies.
- 6. We have 20th century policies and practices governing use of 21st century information.
- 7. Need to optimize the system of sharing research and education to better suit the needs of scholars, students, researchers – and also for members of the general public.

- 11. So How’s it Working Out?
- 12. More than 10,000 Open Access journals now available…
- 15. More than 3,000 Open Access repositories now available…
- 19. OA Policy Adoption Rising ….
- 21. Not only growth in National Policies, but some Big new Foundation players entering the game….
- 25. …and they are saying exactly the right things…
- 27. S’all good. Very Good. But still….
- 30. No matter how you slice it, OA has a long way to go to attract critical mass of participants.
- 37. These are very real barriers, yes… but also…
- 39. How do we overcome these barriers and convince more authors to select OA options?
- 40. Some are easier to counter than others…
- 41. OA Journal Article Citations Range = 36%-200% (Data: Stevan Harnad and co-workers)
- 45. While others will require more large-scale efforts…
- 46. …such as dealing with meaningful changes in assessment.
- 47. Creation and adoption of new/additional metrics may be underway underway…
- 50. …these alone won’t break logjam. Need to encourage large-scale culture change.
- 51. Consider possible new campaigns – like: “Change the Form”
- 54. Or campaigns to encourage other journal editors to flip to OA models…
- 56. Or perhaps consider bypassing traditional journals altogether..
- 58. Or other ideas….let’s use OpenCon as lever for developing new large scale collective actions!

- #2: Take a look at where we’ve come over the past decade and change towards making OA a reality; look at a handful of areas that we can use to more or less objectively measure our collective progress; and then try and highlight the main sticking points/barriers we’re still smacking into, and make a few suggestions on potential actions we might use Open Con as a forum to put together some possible strategies for attacking together.
