Andy Palms is organizing his areas of responsibility for networking, data centers, and telephone services during a transition to a new organization. He is rationalizing networking infrastructure to reduce costs while maintaining service levels. Plans are also being made to offer telephone services over a mobile infrastructure. Lessons from an analysis showing in-house telephone services were more cost-effective than outsourcing indicated assumptions should be re-evaluated and services examined individually, as increased scale does not necessarily lower costs or improve efficiencies for the university.
