The Framework Program for the Sustainable Management of La Plata Basin's Water Resources  in relation with the Effects of Variability and Elimate change

• #2: In relation with sustainable development, environmental projects and programs have been developed in subbasins of the la Plata Basin, especially in those that have regional institutions (Pilcomayo, Bermejo, Cuareim/Quaraí) and in strategic regions such as the Pantanal and the Guaraní Aquifer. This demonstrates the concern of the governments for achieving sustainable development and the efficient management of the water resources. There are currently three transboundary projects underway financed by the Global Environment Facility in the la Plats Basin: one in the Gran Chaco and another one in the La Plata River and Maritime Front. The third project is the Framework Program, being carried out by the Intergovernmental Coordinating Committee of the la Plata Basin Countries with the aim of providing support to all institutional and environmental initiatives to ensure an integrated and sustainable development in the la Plata Basin.

• #4: The Intergovernmental Coordinating Committee of the La Plata Basin countries has obtained from the Global Environment Facility the funding for the the Framework Program for the Sustainable Management of La Plata Basin’s Water Resources, in terms of the effects of variability and climate change, for its implementation, the United Nations Environment Programme performs the monitoring on behalf of the GEF and Organization of the American States administers de founds and technical support to the executing unit. The objectives of the project are: Strengthening of the Intergovernmental Coordinating Committee of the La Plata Basin countries as the coordinating organ of the La Plata Basin System. The implementation of an information system as support for decision making of institutions and projects operating in the la Plata Basin. An integrated evaluation of the ecosystems of the basin through water balance studies, water quality, biodiversity and land degradation. Strengthening the countries’ capacity to evaluate impacts of variability and climate change and its forecast.   The execution of the Project is done through ten thematic categories that cover the diverse subcomponents of the project. Each group is integrated by technicians, with high decision-making capacities, of the responsible institutions from each of the five countries. The monitoring of the project is done by the Coordination of Execution composed by the National Coordinators of the 5 countries, Project Director, Projects’ Coordinating Unit and OAS.
