Population Census is the total process of
collecting, compiling, analysing or otherwise
disseminating demographic, economic and
social data pertaining, at a specific time, of all
persons in a country or a well-defined part of
a country. As such, the census provides
snapshot of the country's population and
housing at a given point of time.

• The Indian Census has the reputation of being one of the best in the
world.
• The first Census in India was conducted in the year 1872.
This was conducted at different points of time in different parts of
the country.
• In 1881 a Census was taken for the
entire country simultaneously. Since
then, Census has been conducted
every ten years, without a break.
• Thus, the Census of India 2011 was the 15th in this unbroken series
since 1872, the 7th after independence and the 2nd census of the third
millennium and 21st century.
• The census has been uninterruptedly continued despite several
• adversities like wars, epidemics, natural calamities, political unrest,
etc.

• The census provides information on size, distribution and socio-
economic, demographic and other characteristics of the country's
population.
• The data collected through the census are used for administration,
planning and policy making as well as management and evaluation
of various programmes by the government, NGOs, researchers,
commercial and private enterprises, etc.
• Census data is also used for demarcation of constituencies and
allocation of representation to parliament, State legislative
Assemblies and the local bodies.
• Researchers and demographers use census data to analyze growth
and trends of population and make projections.
• The census data is also important for business houses and industries
for strengthening and planning their business for penetration into
areas, which had hitherto remained, uncovered.18-01-2019 5

Out Growth
An urban settlement contiguous to another urban area like Statutory towns,
Census towns or a City. Though it possess all the urban characteristics, it is not
qualified as an independent town. It should not possess any uninhabited areas
and strictly be a contiguous to the town
Urban Agglomeration
An urban agglomeration is a continuous urban spread constituting a town
and its adjoining outgrowths (OGs), or two or more physically contiguous
towns together with or without outgrowths of such towns.

Household (HH)
A ‘household’ is usually a group of persons who normally live together and take their
meals from a common kitchen unless the exigencies of work prevent any of them from
doing so. Persons in a household may be related or unrelated or a mix of both.
Institutional HH
A group of unrelated persons who live in an institution and take their meals from a
common kitchen is called an Institutional Household.
Houseless HH
Households who do not live in buildings or census houses but live in the open or
roadside, pavements, in home pipes, under flyovers and staircases, or in the open in
places of worship, man daps, railway platforms, etc., are treated as Houseless
Households.

Literate : A person aged 7 years and above who can both read and write with
understanding in any language is taken as literate.
Literacy Rate : Literacy rate of the population is defined as the percentage of literates
in the age-group seven years and above.
Educational Level : The highest level of education a person has completed.
Work : Work is defined as participation in any economically productive activity with or
without compensation, wages or profit.
Main Worker : A person who has worked for major part of the reference period (i.e.
six months or more during the last one year preceding the date of enumeration) in any
economically productive activity
Marginal Worker : A person who worked for 3 months or less but less than six
months of the reference period (i.e. in the last one year preceding the date of
enumeration)
Non-Worker : A person who has not worked at all in any economically productive

Cultivator : A person is classified as cultivator if he or she is engaged in
cultivation of land owned or from government or from private persons or institutions
for payment in money, kind or share. Cultivation also includes effective supervision or
direction in cultivation.
Agricultural Labourer : A person who works on another person’s land for wages in
cash or kind or share is regarded as an agricultural labourer.
Household Industry Worker : Household industry is defined as an industry
conducted by one or more members of the household at home or within the village in
rural areas and only within the precincts of the house where the household lives in
urban areas.
Other Worker : A person, who has been engaged in some economic activities during
the last year of reference period but not as a cultivator or agricultural labourer or
worker in Household Industry.

Population Density
Population density is the number of persons inhabited per square kilometre of the area.
Age
Age is measured in terms of the completed number of years.
Sex Ratio
Number of females per 1,000 males in a population

Though it possess all the urban characteristics, it is not qualified as an independent town. It should not possess any uninhabited areas and strictly be a contiguous to the town Urban Agglomeration An urban agglomeration is a continuous urban spread constituting a town and its adjoining outgrowths (OGs), or two or more physically contiguous towns together with or without outgrowths of such towns. 18-01-2019 12

Persons in a household may be related or unrelated or a mix of both. Institutional HH A group of unrelated persons who live in an institution and take their meals from a common kitchen is called an Institutional Household. Houseless HH Households who do not live in buildings or census houses but live in the open or roadside, pavements, in home pipes, under flyovers and staircases, or in the open in places of worship, man daps, railway platforms, etc., are treated as Houseless Households. 18-01-2019 15

Literacy Rate : Literacy rate of the population is defined as the percentage of literates in the age-group seven years and above. Educational Level : The highest level of education a person has completed. Work : Work is defined as participation in any economically productive activity with or without compensation, wages or profit. Main Worker : A person who has worked for major part of the reference period (i.e. six months or more during the last one year preceding the date of enumeration) in any economically productive activity Marginal Worker : A person who worked for 3 months or less but less than six months of the reference period (i.e. in the last one year preceding the date of enumeration) Non-Worker : A person who has not worked at all in any economically productive activity during the reference period18-01-2019 16

Cultivation also includes effective supervision or direction in cultivation. Agricultural Labourer : A person who works on another person’s land for wages in cash or kind or share is regarded as an agricultural labourer. Household Industry Worker : Household industry is defined as an industry conducted by one or more members of the household at home or within the village in rural areas and only within the precincts of the house where the household lives in urban areas. Other Worker : A person, who has been engaged in some economic activities during the last year of reference period but not as a cultivator or agricultural labourer or worker in Household Industry. 18-01-2019 17
