- 2. Key issues, challenges and opportunities 1. Opportunity of leveraging government own data for monitoring progress on VGGT, like land agencies’ administrative data; 2. Assist government & other stakeholders how to analyze and use these data for assessing progress, management information systems and evidenced based policy; 3. Provides basis to discuss land data quality, coverage and service delivery 4. Costs of monitoring system is low – using existing data; mainly needed for setting up the reporting systems & programming; Once in place, maintenance costs are low;
- 3. Main lessons learned/recommendations 1. Government readiness to report => step towards transparency and accountability; best to institutionalize requirement for monitoring 2. Being used to analyze access to services, tax revenues etc. => set priorities; adjust workflows; adjust training of government staff; developing dashboards including for SDGs. 3. Subnational disaggregation very useful: visualization differences shows which local governments are doing better and why; facilitate exchange good practice and identify needs for support 4. Support gender disaggregation; continuous monitoring of women’s rights (like in land transactions)
- 4. Next steps – the way forward 1. Share experience countries with monitoring systems: (set up; use, analysis policy dialogue etc.) 2. Harness new technologies (connectivity and satellite imagery speed up service delivery, quality; Electronic systems greatly facilitate monitoring 3. Invest in understanding and use of data; ( easy of analysis (applications; interfaces); visualize; e-learning 4. Engage all constituencies (parliamentarians, central govt. officials, local governments; journalist, civil society groups; (potential) investors); will help broaden understanding of why land reforms matters; support transparency.
