DepEd Order No. 39, s. 1990, “ Deployment and Assignment of
Public School Teachers Amended by DO 50. s 1994- Guidelines for
Teaching Assignments in the Intermediate Grades”
• Organization of classes shall be on a minimum of at least 40
pupils/students per class and a maximum of 55 to ensure quality
education. Any fraction after a total of 110 pupils assigned to two (2)
classes shall be allowed an organization of another class.
• In the case of a new class or of classes in far-flung barrios, a class of 15
pupils shall be allowed. A combination of two (2) grades with 40-55
pupils is encouraged.
• Utilization of teachers
1. Primary classes- 1:1 ratio
2. Intermediate classes - 5:3 or 3:2 plan
3. Secondary- 4 teaching loads for a 60-minute period but not beyond 6
loads 5:3 plan
How to determine teacher needs
• Grades 5-6, 7-10
5:3 plan (4 loads with 1 hour each)

What to do if there is/are excess teachers in
Elementary, JHS and SHS?
• 1. Propose teachers to transfer to schools needing additional teachers
• DepEd Order No. 22, s. 2013
a. Teachers who were last to be hired (Last in, First out)
b. Non-residents of the barangay or Municipality where the school is
located
c. Residents of the barangay or municipality of the proposed recipient
school
d. Secondary school teachers teaching subjects other than their areas of
specialization
What to do if there is/are teacher needs in
the Elementary, JHS, and SHS?
• Check the teacher needs of the school based on 1:1 for Primary grades and 5:4
plan for Grades 5-12. For JHS and SHS, teacher needs must be based on the
specialization
• Consider rank list of transferees per level
Internal –applicants within the division
External-applicants from other division
• Propose reassignment of teachers
Must be 3 years on the date of proposal
Propose new teacher to replace originating school of transferee using the natural
vacancy/new items. Observe localization of teachers (barangay, municipality,
province) for the elementary. For JHS and SHS, consider first subject
specialization then localization (barangay, municipality, province)
Note: Reassignment of transferees will be released only when there is a
replacement teacher except when the teacher is declared excess by the
originating school
Process Flow in Hiring and Placement of
Teachers in Junior High School
1. Determine the actual needs of teachers per school by major
2. If with natural vacancies/ new teacher allocations, existing
teachers in the school applying for transfer with plantilla in other
implementing schools will be given preference before the new
teachers
3. Propose teachers seeking for reassignment within the
district/division
Propose new teachers to vacant schools after rigodon of
transferees

DepEd Order 7, s. 2015, “Hiring Guidelines for
Teacher 1 Positions Effective SY 2015-2016”
• Scope: Newly created and natural vacancies for Teacher 1
Positions in public elementary (including Kindergarten) and
secondary schools
• 4. Basic Rules on Hiring and Deployment of Teacher Positions
• 4.1. Public school teachers requesting for transfer to another
station are not considered new applicants and are therefore not
subject to these hiring guidelines. DepEd Order No. 22, s. 2013,
otherwise known as the “Revised Guidelines on the Transfer of
Teachers from One Station to Another” shall be strictly observed.
• 4.2. Upon a teacher’s appointment, assignment to a station , and
acceptance of the position, he or she shall not be transferred to
another school until after rendering at least 3 yrs of service in
that school
• 8.11. As a general rule, only applicants listed in the RQA are
eligible for hiring and appointment, with priority given to bona
fide residents of the barangay, municipality, city, or province (in
the order as aforestated) where the school is located
8.11.1 In cases where the number of qualified applicants from the
barangay is greater than the number of available Teacher 1 items,
priority in hiring shall be given to applicants from the barangay
according to their overall rating (number score) in the RQA, from
highest to lowest. The same rule shall apply in the appointment of
applicants from the municipality, city, and province
DepEd Order 3, s. 2016, “ Hiring Positions for SHS
Teaching Positions Effective SY 2016-2017)
• VIII. Constituting and Utilizing the RQA
1. The RQA is the list of applicants qualified for appointment, which shall
be used in filling up new items and natural vacancies for SHS teaching
positions. It shall be valid for 1 year
1.1. However, if and only if all applicants in the RQA have been appointed
and there are still available positions, the SDO shall appoint applicants
following the guidelines in items VIII. 10-12
1.10.In cases where all those in the RQA have been appointed there are
still available positions, applicants with eligibility (professional teaching
license) who obtained ratings of 65.00 to 69.99 points may be given
permanent appointments
• 1.5. Subject area specialization of the qualified applicants shall be the
primary consideration. Thus, applicants to be appointed must be qualified
to teach the subject area specialization needed.
• 1.7. Pursuant to Section 12 of RA 10533, qualified academic personnel
affected or displaced from employment from HEIs as a result of the
adoption and implementation of the ACT shall be given first priority in
hiring. Thus, per RQA, displaced HEI faculty (with the specializations
needed by the school) shall be appointed first before all other qualified
applicants may be appointed.
• 1.9. Starting school year 2018-2019, hiring shall be based on the division
and schools’ needs
Options for status of employment based on applicant’s
preference and eligibility
i. Permanent
Allowed if applicant obtains a rating of 70 and above;
and possess requirements under Education,
Experience, Training, and Eligibility set in Annex A; or
If applicant is a licensed teacher who obtains a rating
between 65 and 69.99, and the SDO has exhausted its
RQA and there still positions to be filled.
ii. Provisional
 Allowed if applicant obtains a rating of 70 and above; and possess
requirements under Education, Experience, and Training set in Annex A.
Eligibility requirement (passing the LET) must be gained within the first
five (5) years of teaching SHS.
iii. Contractual
 Allowed if applicant obtains a rating of 70 and above but opts to have a
contractual appointment; or
 If applicant lacks the Eligibility requirement but obtains an RQA rating
between 65 and 69.99 and the SDO has exhausted its RQA, appointed
eligible applicants who obtained 65 to 69.99 points, and there are still
positions to be filled
SHS items
• Check if the applicants to be proposed for SHS items have passed
the qualification standards of the position
