Project Description To investigate technical & operational solutions to enable HE Institutions provide  access to electronic resources by external users where “walk-in” licences permit To deliver a toolkit identifying good practice To build on the outcomes of previous UK projects e.g. HAERVI

Activities to Investigate Definition of walk-in user Identity management of user Provision of access Licence Members’ institutions WIA programme
Definition of Walk-In Physically on site in the institution’s premises Is user able to access the security gate after core staffed hours? Is user able to obtain paper documentation & agree to signing the T&C’s of the licence?
Access Restricted to Physical Library Use is restricted to the physical premises  only for the duration the user is within the physical premises the user must possess a valid library card
Access content off-campus UHI partner institutions physically located across islands and mainland Scotland Learners are located at a geographical distance from the institution
Identity Management of Users Category of Potential Users Honorary Associated Alumni Retired staff Minors such as schoolchildren Citizens of a nation
Provision of Access Mixed economy of Shibboleth and EZproxy Shibboleth requires users to be authenticated to the institution
IT Solutions Visitor wifi network outwith the IP range : would offer limited short-term access Provide a special identity for minors : this would influence the proxy giving access to a specific suite of resources Mixed economy of FE and HE : resources are IP driven so users access a different tranche of content
Licence Terms & Conditions of Licences WIA acceptable from the licensee’s premises WIA from the Library’s premises WIA not documented in licence Licence stipulates content is restricted to institution’s members
SCURL Institutions: Case Studies University of Aberdeen:  20 IP authenticated resources to e-journal collections, dbs and digital archives accessed through 4 dedicated PC’s. Available 09:00 to 21:00 for one hour slots Library staff log users on and logout is either manual or automatic following a countdown Download to a USB stick within T&Cs of licence and copyright law
National Museums Scotland External readers are prompted for a username and password if click on an external link on the OPAC Reader is invited to register and are given a login for 30 days Swets identified 54 e-journals in NMS collection offering WIA
Robert Gordon University Library Navitas college users do not meet T&C’s of many of the licences Therefore RGU is not obliged to provide unrestricted access to e-resources Solution: Resources allowing WIA: obtained individual user names & passwords which user must access to log in to resources Overcome IP authentication by using an IP range that the SPs are not aware of and it thus appears as off-campus  Georgina Scott Sutherland Library
