Actions to overcome barriers Development of common understanding, and alignment of objectives and actions by many different stakeholders from public and private sectors Definition of roles and responsibilities and governance among international, national level, regional level, local level actors Agreed business models among value chain actors Definition of common deployment roadmaps and harmonised standards to ensure interoperability and consistent integration of technology cycles Use of widespread devices (e.g. Smartphone) and existing infrastructure and services to create synergies for market integration Define the policy and legal framework (fair competition, liability, privacy…) Awareness raising (users, policy makers, investors) to generate acceptance (e.g. Challenge Bibendum, ITS Congress)
