This document discusses open educational practices in Irish education. It reports on a survey of 192 academics that found 33% were aware of open educational resources (OER) and their uses, while 15% were not aware of OER at all. The majority of respondents said they share resources privately with colleagues and students through learning management systems rather than openly through repositories or the web. The document proposes moving university teachers from "agents of resistance" to "agents of change" regarding openness in education. It outlines different levels of openness in learning design, content, teaching, and assessment that educators can aspire to.
