  • #2: Japanese high-speed train, Shinkansen, doesn’t use AI now. But we had started to use AI for designing next generation Shinkansen. Japan railway company have also begun discussions on a dynamic pricing system that utilizes AI. Today, Shinkansen is not main topic. I would like to introduce the utilization of AI in public sectors.
  • #3: First, I would like to explain the background. The population will decrease in Japan. So, central and local government should decrease their staffs. The staffs should provide various personalised services for citizens efficiently. And We have enormous infrastructures. We need to maintain the infrastructures for a limited number of people.
  • #4: Why do we focus on AI?   We treat enormous data in our office every day. Sometimes, staffs make some errors in their jobs. In the analysis work, we have some opinions. It’s a bias of our analytics   We can't prevent human errors and bias.   AI has the following characteristics. They work 24 hours and 365 days. Their work is accurate. AI provide stable services. Their work is fair. And we can explain their work. AI can adapt to various requests.   AI enhance government trust and service quality.
  • #5: This slide is the Overview of Digital Strategy in Japan Our vision is Society 5.0. It is seamless and smart society by using AI and IoT technologies. We add AI principle and AI strategy this year. We will promote digital strategy vigorously.
  • #6: AI will bring many great benefits to society, but its enormous impact on society. We need to redesign society in every way, including activities of the citizen, social systems, industrial structures, innovation systems, and governance.   So we launched the AI society principal.
  • #7: And we launched the AI strategy. This strategy clarifies the actions and roles through 2030.
  • #8: This slide show you the detail of our strategy about public services. We think AI is an essential technology for public administrations. We focus on the three services and a platform. The smart city is a small showcase of society 5.0. And we will use AI to the resilience and digital government. These two areas will support the smart city project vigorously. The data platform will support all of the projects. Data is the fuel of AI.
  • #9: The left column is the types of AI services and technologies. The top row is the object of services. Many AI-related services are available today. And there are a lot of PoCs. For example, citizens can use the chatbot for inquiry in many cities. Another sample is the weather map. There has been a weather forecast. But now citizens can know the spot information about rain.
  • #10: This slide shows you our approach. I had introduced you the PoCs and services. We think human resources is essential for AI. In our AI strategy, education and training are one of the pillars.   The significant issue is data and rules. Most of the stakeholders cooperate with us at the PoC stage. We can get various data and use under the conditions specified by PoC. But there are barriers to moving to the service stage. We need to provide data stably and decide the rules.
  • #11: I want to show you our use cases. This system is a chatbot for inquiries. Over 30 cities use this system. Citizens can ask questions to the chatbot any time. Chatbots reduce staff response times. The chatbot is good for getting started with AI.
  • #12: Saitama city use AI for assigning nurseries to each child in consideration of parental requests. It was a complicated task to assign 8,000 children to 300 nurseries   Before the implementation of AI, 20-30 staffs spent a week assigning. After the implementation, It spent only a few seconds.   The results were almost the same as if staffs were to do it. We can implement this system with a few adjustments. We expect to recoup our investment in AI in two or three years. More than 50 municipalities have tried as of March 2019.
  • #16: We are in the initial phase. There are many PoCs. Next stage is the implementation phase. We will provide sustainable AI services. Citizen recognises the potential of AI. The last stage is the mature stage. Citizens can use AI every time everywhere. But they don’t know that they are using AI.
  • #17: There is no point in just being AI. I had already said Data is fuel for AI. So we will strongly promote data strategy.
  • #18: Finally, I'd like to talk about critical topics. We are facing the ageing society. So far, we've been thinking about digital divides. AI can support the elderly using a variety of technologies such as conversation, handwriting character recognition and sensors. We should think about digital supports.
