“ In a highly competitive world, we need to bring the high-speed information highway to our schools and to our students to better prepare our children for the challenges ahead.” “ If we want our young people to stay and continue to help build the commonwealth’s economy, we need to equip them for the future. A quality telecommunications infrastructure is vital in this 21st century.”
Act 183 – E-Fund Accelerate deployment of high-speed connectivity to support job creation efforts and to make sure we have sites that are ready to serve the high-tech needs of businesses and schools Greatly expanding the investment in telecommunications infrastructure hastening the deployment of high-speed Internet services by 2008 Estimated $350 million is available to schools to help bridge the digital divide.
Act 183 – E-Fund 282 educational entities from 43 counties $10 million in 2006 to assist with purchasing, hardware, technical assistance and distance education resources An aggressive broadband deployment in Pennsylvania schools - estimated $60 million will be awarded Telephone companies will offer schools a 30% or greater discount on broadband service.
Act 183 – E-Fund IU18, IU19, IU20 - $1,150,417 over 3 years The funding will be used to address broadband connectivity and integration of e-learning resources. Includes 48 school districts, 6 CTC/AVTS and 3 Intermediate Units Covers Monroe, Northampton, Pike, Wayne and Wyoming Counties.

Act 183 Benefits Community and Economic Development A successful telecommunications infrastructure is vital in the 21st century [for schools and business] With an expansive and established broadband service, PA will be even more attractive to businesses and families moving to our region A wide-reaching broadband network will help schools to provide a more interactive learning environment in order to bridge the digital divide
Act 183 Benefits Community and Economic Development Access to Broadband Connectivity Boosts worker productivity and involvement in a global marketplace Raises the standard of living Opens a portal to the world for education, business and personal use Expands the power of the Internet to include more advanced applications that include online learning, telemedicine, and e-commerce solutions
Act 183 Benefits Community and Economic Development Consumers and Communities Funding for community outreach activities and aggregation efforts to facilitate spread of broadband Deployment of broadband in areas critical for economic growth Business attraction and retention program Infrastructure will be in place so that every Pennsylvania community will have broadband access as early as 2008, and no later than 2015.
Act 183 Benefits Community and Economic Development Business Attraction & Retention Program Qualifying businesses will be able to receive assistance for broadband service The Act requires that broadband service in qualified areas be provided no later than one year after a request has been made Act 183 will help redevelop old industrial sites and support economic development efforts to create more jobs in Pennsylvania

Act 183 Benefits Community and Economic Development Educators and Students Web-based Application Software Provider services (financial, student, e-learning) Community outreach services (libraries, senior action centers, fire departments, government) Technology support services (helpdesk services, knowledge management databases, technology training, certification testing)
