An open system organization is responsive to this environment, continually adjusting to maintain balance, with permeable boundaries between internal and external influences. In contrast, a closed system has impermeable boundaries and does not adapt to changes, focusing only on internal goals. For public relations, an open systems approach is preferable, as it allows an organization to proactively monitor, anticipate, and respond to feedback from external publics.
