3. PROGRAM OBJECTIVES
SPFL is designed to equip graduates of secondary
education for meaningful interaction in a linguistically
and culturally diverse global community. It helps
prepare learners for a career, for higher education, or
for entrepreneurship; thus, schools are encouraged to
provide lifelong learning opportunities for them
through the implementation of this program.
4. PROGRAM OBJECTIVES
To enhance capacities of teachers teaching foreign
language through intensive professional development
training courses and follow-through activities in order to:
• Develop students’ skills in listening, reading, writing, speaking,
and viewing as fundamental to acquiring communicative
competence in a second foreign language;
• Prepare students for meaningful interaction in a linguistically
and culturally diverse global workplace;
• Develop understanding and appreciation of other people’s
cultures.
5. VISION
The SPFL envisions a multilingual Filipino learner who is
globally competitive, equipped with 21st century skills
in a culturally diverse environment while preserving his
national identity.
6. MISSION
To equip learners with skills and competencies in
foreign language providing them with greater
opportunities personally and through an enhanced
research-based curriculum, a competent roster of
teachers, supportive administrators and a strengthened
collaboration with program partners.
7. POTENTIAL LEARNERS
SPFL shall be open to Grades 7 to 12 students. The
students must be proficient in Mother Tongue and
English before learning another foreign language. The
potential SPFL students must undergo the screening
process to determine willingness to study the chosen
language.
8. PROGRAM STANDARDS
The learner demonstrates understanding of a foreign
language for basic inter-cultural communication in
pursuit of a career or higher education in response to
the demands of the 21st Century.
9. GRADE LEVEL STANDARDS
The SPFL Team will develop the K to 12 Curriculum
Guides (CGs) for Spanish, French, Japanese, German,
and Chinese-Mandarin within Fiscal Year 2017.
However, until such time that the CGs have been
developed, the same general standards in each of the
grade levels will remain.
10. TIME ALLOTMENT
The special program in foreign language shall be
offered for 240 minutes or four (4) hours per week.
TLE Contextualized to the Special Interest Program
shall be offered for 120 minutes or two (2) hours per
week.
12. TIME ALLOTMENT
This means that during Grades 7-10, the students will
stay for an additional four (4) hours each week to take
up SPFL and two hours for Contextualized TLE.
For Grades 11-12, schools may offer SPFL as an elective
for a total of 80 hours/semester for SHS Academic
Track, and 160 hours/semester (80 hours/semester
content; 80 hours/semester application) for TVL Track
(front desk servicing, housekeeping, call center agent
training, tour guiding).
13. SCREENING
The school shall organize a special program committee
composed of: (1) the program coordinator or head
teacher in charge of SPFL, (2) SPFL teacher, and (3)
Guidance Counsellor/Designated Guidance Counsellor.
14. SCREENING
• STAGE 1: Preliminary selection through
documentary evaluation to assess the readiness /
qualification of applicants.
• STAGE 2: Interview of the applicant together with
the parent/ guardian to validate the documents
submitted and to gauge the probability of the
applicants’ success in the program.
• STAGE 3: Administration of standardized admission
tools shall be under the supervision of the Regional
Supervisor in-charge of SPFL.
16. DELIVERY OF INSTRUCTION
Teachers handling SPFL shall be guided by the
appropriate educational pedagogies. They shall
consider principles involving current trends in teaching
and learning. Different methodologies and strategies
shall be used to promote lifelong learning and develop
the 21st Century Skills among learners.
It shall be the joint responsibility of the SPFL teachers
and the Regional and Division Supervisors in-charge of
SPFL to develop, validate and finalize supplemental
learning materials which are in the alternative delivery
mode to cater to the specific needs of SPFL learners.
17. ASSESSMENT & RATING
Schools shall follow the assessment and rating system
as prescribed in DepEd Order No. 8, s. 2015 (Policy
Guidelines on Classroom Assessment for the K to 12
Basic Education Program) and DepEd Order No. 29, s.
2015 (Clarifications to DepEd Order No 8, s. 2015),
until such time that the Department decides to modify
or rescind such policies.
18. PROMOTION, RETENTION &
TRANSFER OF STUDENTS
As stipulated in DOs 8 and 29, s. 2015, learners must
have a final grade of at least 75% in all learning areas
before they get promoted to the next grade level in
junior high school, or before they can proceed to the
next semester in senior high school.
19. SELECTION OF HONORS
Selection of honors shall follow the guidelines as
stated in DepEd Order 36, s. 2016 (Policy Guidelines on
Awards and Recognition for the K to 12 Basic
Education Program).
20. PROGRAM COORDINATOR
QUALIFICATIONS
All Program Coordinators shall have adequate and
appropriate educational background in the Special
Interest Program and training specified as follows:
• Earned a Bachelor of Arts in Education with interest and
enthusiasm in the SPFL programs offered / to be offered by the
school
• Attended specialized training in the Special Interest Program
offering
• Possesses good moral character, unquestionable integrity and
commitment to sustain the Special Curricular Program
21. PROGRAM COORDINATOR
QUALIFICATIONS
All Program Coordinators shall have adequate and
appropriate educational background in the Special
Interest Program and training specified as follows:
• Exhibits sound judgment and accountability for the hands-on
implementation of quality Special Interest Program
• Creates a positive sphere of influence among fellow mentors
and stakeholders to inspire champions for SPFL
• Leads effectively in the decision making process for continuous
improvement of learning outcomes
22. PROGRAM COORDINATOR
QUALIFICATIONS
All Program Coordinators shall have adequate and
appropriate educational background in the Special
Interest Program and training specified as follows:
• Facilitates effective community and stakeholder’s participation
in the continuous improvement of the program
23. SPFL TEACHER
QUALIFICATIONS
The teachers assigned to handle SPFL teachers must
possess the following basic requirements:
• Bachelor of Secondary Education graduate major in his/her
respective specialization/area or a Bachelor of Arts or Bachelor
of Science degree holder with 18 units of Education;
• Passer of the Licensure Examination for Teachers (LET) or
Philippine Board Examination for Teachers (PBET);
• Physically and mentally fit with good moral character,
unquestionable integrity and unending commitment to
implement the program
24. The teachers assigned to handle SPFL teachers must
possess the following basic requirements:
• Completer of the SPFL training program or its equivalent
certification provided by the language partners or its
equivalent certification authorized by the Department of
Education

QUALIFICATIONS
25. The SPFL teacher must preferably be proficient in
English/Filipino; however, teachers who specialize in
other learning areas that have great interest in
teaching and learning the language will qualify as SPFL
teachers. They must complete the required training
program offered by the respective partner agency.
After completing the first three years of training, the
SPFL teacher must at least reach the HSK level 2 level
of proficiency.

26. MAINTAINING &
SUSTAINING THE PROGRAM
To establish program sustainability, School Heads shall
see to it that there are at least two (2) teachers for
every foreign language offered, and these two
teachers who will complete the entire SPFL training
program cycle, and will take the required proficiency
test administered by the partner agencies.
Each SPFL teacher shall handle a minimum of one (1) SPFL class
every school year.
27. MAINTAINING &
SUSTAINING THE PROGRAM
Regional Directors, Schools Division Superintendents,
School Heads, Regional, Division, and School SPFL
Coordinators, and all SPFL Teachers are enjoined to
continuously support and help promote the
sustainability and continuity of the SPFL program.
Teachers who have availed of DepEd SPFL scholarships/trainings
shall make sure that they fulfill the service obligation, and
continuously teach the foreign language in their assigned schools.
In case they wish to cease participation after having served the
number of years required for service obligation, the School Head
shall see to it that the program will be sustained through the
training of other teachers.
28. MAINTAINING &
SUSTAINING THE PROGRAM
At the end of the training program cycle, SPFL Teachers
shall take the language proficiency test as one of the
requirements for joining in the SPFL program. It shall
be the duty of the teachers to attain the minimum
level of proficiency required in order to continue
teaching the foreign language as a special program at
the high school level.
29. MAINTAINING &
SUSTAINING THE PROGRAM
SPFL Teachers who are promoted as Principals and
who are transferred to schools that do not offer SPFL,
shall continue with the SPFL program in their new
schools, provided that prior arrangements with BCD
and the partner agencies have been arranged.
School Heads who are reassigned to schools that have
previously been offering SPFL shall continue with the
program, and honor the agreements entered into by
DepEd and the partner agencies.
30. MAINTAINING &
SUSTAINING THE PROGRAM
School Heads shall ensure SPFL teachers’ continuous
professional growth and development by ensuring that
the latter’s SPFL-related activities are supported
adequately with funds from the MOOE/local school funds
and other sources as reflected in the School and Annual
Improvement Plans (SIP/AIP). Likewise, the Schools
Division Superintendents and Regional Directors shall
ensure that SPFL-related activities are included in their
Division Education Development Plans (DEDPs) and
Regional plans, respectively.
31. MAINTAINING &
SUSTAINING THE PROGRAM
The Central Office, the Regional Office, and the
Division Office shall monitor and supervise the
implementation of the program in consideration of
their functions, roles, and responsibilities.

36. Each of the three COEs has received USD 10,000
(deposited in their school funds) from the CI
Headquarters/Hanban for the renovation and/or
refurbishment of their Confucius Classrooms, along
with 1488 books, one office computer unit with
webcam, an LCD projector with tripod, and a 65-inch
interactive touch screen television complete with
accessories and a speaker system amounting to PhP
300,000.
