DSS objectives and functionalities:
             Data-Entry Module
• The desktop application uses a relational DB
• Data concerning the crash event are stored in
  single accident row containing general info
• The software allows to insert information
  concerning vehicles, people involved and
  damages
• The user can specify the crash location through a
  map with a road network or by typing
• When the software identifies VRUs, it asks to the
  user to select the crash pattern CODE through a
  step-by-step procedure                          12

• Identifies the most critical crash pattern in the
  whole area or element-by-element
• Uses the crash pattern CODE to identify the
  set of related countermeasures
• Support the user to combine
  countermeasures in a package

Editor's Notes

  • #3: WP3 comes after the activities of evaluation of the road safety context’s differences between EU and emerging economies and after the evaluation of transferability issues studied into the WP2. The aim of WP3 is to develop and make available a set of tools and methodologies for road safety management and to evaluate the infrastructure projects just during the design phase. We worked on the collection of international experiences and on analysing the existing tools and methodologies. Then we provided the set of features and functionalities to be implemented into a DSS that support experts in finding critical condition for VRUs and guiding the users in choosing the best set of applicable countermeasures. Finally we developed the software and the guidelines.
  • #4: The first task of WP3 consisted in reviewing the European road safety practices for improving the VRUs safety. Especially several road safety measures, suitable for VRUs, were reviewed. For each measure, the evaluation of recommendation for their use is rated graphically through an image containing a symbol for each road user type circled in green, cyan, grey or red. The adaptability of the measures was also assessed using the methodology for transferability in India e Brazil developed into the WP2. Within this task, a review of the existing Decision Support Systems dealing with road safety analysis was also realised. This activity was the basis for the development of the DSS of SaferBraIn
  • #5: ACPS Assessment of Pedestrian Crossroad Safety ETSC European Transport Safety Council The innovative methodologies for road safety have been analysed. The results have been collected into the D3.2. The analysis in this case focused on road safety management, design and planning of infrastructures, road safety audit and inspection. The pyramid represent the road safety management system promoted by the World Bank. According to this model, safety is produced just like other goods and services and the production process is viewed as a management system with three levels: institutional management functions which produce interventions, which in turn produce results. The figure below represent the linkage between RSA, RSI and Catalogue of Design Safety Problems and Countermeasures developed starting from European projects on the behalf of the EC.
  • #6: The main aim of SaferBraIn WP3 is the definition of suitable measures, methodologies and tools to improve safety management of vulnerable road users (VRUs) in India and Brazil. One of the crucial points is the definition of the functionalities and specifications for the DSS, according with the results of the review of VRU-oriented tools and experiences. In this task the variables to be listed and used at different user interfaces in the SaferBraIn DSS have been developed, as well as the options to be provided to the user depending on the selections they make. For instance, accident types, causes and countermeasures which will then be used in calculations by the system to suggest changes to reduce accidents, as well as measures to be included in Road Safety Audit and Inspection (RSA&I) checklist. After, we started the software development. We provided three different application for the Data-Entry, Data-Acquiring and Data-Analysis for both corrective and preventive approaches.
  • #7: Last but not least, the adaptation of the APCS methodology to the Indian and Brazilian environment. The set of variables available for this methodology have been reviewed by local experts to choose the applicable set of variables and to give a weight for each of them. The selected variables with its own weight have been used in the WP5 during the pilot test in Pune and Sao Paulo.
