This document discusses subtasks of Task XXIV on behavior change in demand-side management programs. It summarizes several country cases that used different behavioral theories and models in retrofitting and mobility programs. Key observations included that many programs implicitly used behavioral economics but did not address lifestyle or social factors. Evaluation and monitoring also often focused on calculated outcomes rather than actual behavior change. Recommendations were to facilitate more demand-driven and participatory interventions that target collective behavior and social norms.
