4) Selection of strategic behavior change activities like communication, training and advocacy.
5) Development of a communications plan detailing materials, messages and dissemination.
6) Implementation including partnership planning, capacity building and monitoring.
7) Creation of a monitoring and evaluation plan to measure process, outcomes and potential impact.
