Development Plan 
Review Process 
1. Optional (Recommended) Conceptual Review with staff 
2. Preliminary Plan Submitted[1] 
3. Staff field inspections 
4. Technical Review Committee meeting 
5. Comments/Corrections sent to Engineer 
6. Submit revised plans[2] 
7. Staff reports available 
8. Planning Commission Workshop 
9. Planning Commission Meeting 
a. denial - return to Step 2 
b. postponement 
c. approval (w/conditions) - continue to Step 10 
10. Submit Final Development Plan including all construction plans (1 copy - no 
signatures) for review by Planning Commission Staff and City Engineer (if applicable - 
2 copies) 
11. Address any comments provided by Staff 
12. File Final Development Plan[3] (1 mylar and 8 paper with signatures + digital 
submittal)for final review and certification for approval 
13. Schedule and attend Pre-Construction Meeting with Engineering Staff 
14. Installation of erosion control/BMP measures 
15. Obtain Grading Permit 
16. Submit 1 paper copy plus all required materials to the Chief Building Official for a 
building permit 
17. Begin construction, including drainage and landscaping. Improvements must be 
installed/completed or a bond/letter of credit submitted to the Planning Commission 
prior to the issuance of a C.O. by the Chief Building Official. 
NOTE: Amendments to the Final Development Plan will be reviewed on an individual basis. Based on the degree of amendment/revision, a 
revised Preliminary Development Plan may be required for review and approval by the full Planning Commission (must be submitted by the 
application deadline). Final Development Plans that require full Planning Commission review must be submitted by the application deadline. See 
current Fee Schedule for all applicable fees. 
1. by standard deadline; this includes all preliminary development plans and resubmittals. 
2. If a Traffic Impact Study is required, the TIS must be submitted for review and approval at this stage. 
3. Final Plan does not require full Planning Commission approval unless requested at the time of Preliminary Plan approval.
