1. DECIDE A SHORTCODE
NUMBER
• Check www.usshortcodes.com for
available numbers if you want a vanity
shortcode
• Vanity shortcode cost $1,000 per month,
whereas a randomly issued shortcode only
cost $500 per month to lease

2. LEASE YOUR
SHORTCODE
• Lease a shortcode with Neustar, Inc.
• Submit your application and wait 2-days
• Once Neustar approves your lease application, you must
pay for the first 3 months of your lease upfront. Get your
credit card out.
• Setup an auto renewal every 3 months or make an
annual payment
• If you forget to renew, your shortcode will be
disconnected immediately
• Add reminder to renew on your calendar

• Open an account with an SMS gateway
vendor of your choice
• Aggregator
• A2P Provider

4. BUILD & SUBMIT A
CAMPAIGN
• Build an SMS Campaign application based on
your business requirements following the MMA &
CTIA rules and regulations guide
• Submit the campaign application to each wireless
carrier to which you want your shortcode
provisioned
• Expect to get your application rejected several
times. Don’t be discouraged, resubmit with
modifications.

WORK FLOW SYSTEM
• Prepare for audit and testing
• Your system must send auto responses
according to your campaign application
• Opt In/Out mechanism must be up and
running

• Each wireless carrier will test all keywords
and opt in/out work-flows
• Average testing is 2 weeks, thought some
wireless carriers take as long as 8 weeks to
finish testing
• If you fail your test first time, 8 weeks will
turn to 10 to 15 weeks

• Once the wireless carrier is satisfied with your
workflow system, each carrier will approve and
certify your shortcode on their network
• Typical time-frame for wireless carrier to turn

weeks
